The Inter-American Development Bank is seeking a Project Procurement Consultant to support Procure+ reform. You will conduct technical analysis, develop policy and operational products, and coordinate with teams across the Bank to ensure timely delivery of reform initiatives.

This international consultancy requires collaboration with Headquarters, Country Offices, and government partners, with responsibilities including documentation, knowledge products, and change management to promote value

About this position

We are seeking an experienced, analytical, and collaborative Project Procurement Consultant to support the implementation of Procure+, the IDB's flagship initiative to modernize procurement in Bank-financed operations. In this role, you will contribute to the design, implementation, and rollout of the reform by conducting technical analysis, developing policy and operational products, coordinating with multidisciplinary teams across the Bank, and supporting stakeholder engagement and change management activities to ensure the timely and effective delivery of key reform initiatives.

You will join the Procurement Division within the Office of Financial Management and Procurement for Operations (FMP). The Division is leading a comprehensive modernization of the Bank's procurement framework to promote greater value for money, quality, efficiency, transparency, integrity, and fit-for-purpose approaches, while strengthening Borrower capacity and improving development outcomes. The team works closely with Headquarters and Country Offices, as well as internal and external stakeholders, to implement the reform and support its adoption across the Bank's operations.

What you’ll do

• Support the planning, coordination, implementation, and monitoring of the Procure+ reform, ensuring the timely delivery of key milestones, deliverables, and workstreams.
• Monitor implementation progress, identify risks and bottlenecks, and propose corrective actions to support the effective execution of the reform roadmap.
• Support the change management strategy for the procurement reform, including stakeholder engagement, communications, capacity-building initiatives, and activities to facilitate the adoption of the new procurement framework.
• Lead and/or contribute to assigned reform workstreams by conducting technical analysis, developing recommendations, and supporting the design and implementation of innovative procurement solutions.
• Prepare technical analyses, reports, executive briefs, presentations, and other knowledge products to support strategic decision-making and reform implementation.
• Coordinate with Headquarters, Country Offices, and multidisciplinary teams across the Bank to facilitate collaboration, monitor commitments, and ensure effective implementation of reform activities.
• Support the design, preparation, and review of procurement policy documents, operational guidance, Terms of Reference, technical specifications, and other materials required for the implementation of the reform.
• Contribute to the planning, procurement, administration, and monitoring of consulting services and other contracts supporting the reform.
• Support the organization of technical workshops, consultations, meetings, and knowledge-sharing activities with internal and external stakeholders, including government counterparts from member countries.
• Perform other related duties consistent with the objectives of the consultancy and the Bank's quality standards.

What you'll need

• Education: Bachelor's degree in Law, Economics, Business Administration, International Relations, or a related discipline.
• Experience: At least 2 years of progressive experience in procurement, public sector reform, policy analysis, project coordination, or related areas, preferably in the context of multilateral or international organizations.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

International consultant Full-Time, 19 months (up to 48 months).
