Job summary

The Norwegian Refugee Council (NRC) is seeking an experienced ICLA Project Manager to lead all ICLA activities in the Gaza Strip. You will drive strategic leadership, ensure high-quality implementation, and manage partnerships with donors, government authorities, and civil society actors.

Ideal candidates will have a university degree (preferably in law), 3+ years in senior project roles within humanitarian contexts, and strong English communication skills. Arabic is an asset.

Qualifications

• University degree in a relevant field, preferably Law.
• At least 3 years of senior-level project implementation experience in humanitarian contexts.
• Experience with ICLA or legal aid programmes and working in complex political contexts.
• Knowledge of Palestine's legal/judicial system and displacement issues is highly desirable.

What You Will Do

The Information, Counselling, and Legal Assistance (ICLA) Project Manager (PM) will lead the implementation of all ICLA activities in the Gaza Strip. They will be responsible for managing the overall NRC ICLA technical quality, timely implementation and monitoring of the delegated project portfolio and staffing, and ensuring alignment with project outcomes, strategy and design. They will also contribute to border country-level programme development in collaboration with the ICLA Specialist. The following is a brief description of the role.

Key responsibilities

• Provide strategic and technical leadership to the ICLA portfolio, contributing to country, area and ICLA strategies, funding proposals, project design, quality assurance and identification of emerging legal and protection needs.
• Lead and manage ICLA projects, ensuring effective delivery against agreed objectives, timelines, budgets, quality standards, risk parameters and donor requirements.
• Lead coordination and external engagement, including with the Gaza Protection Consortium, Legal Task Force, Shelter Cluster, donors, local authorities, partners and other key humanitarian stakeholders, to strengthen legal and protection response.
• Manage and develop ICLA teams and partnerships, providing effective line management, capacity building, performance management and technical support, while ensuring harmonised and accountable approaches to implementing partnerships.
• Strengthen programme quality, accountability and learning, including oversight of case management, monitoring and evaluation systems, project reviews, data management and digital ICLA platforms, and ensuring that assistance reaches people most in need of protection.
• Promote integrated and principled programming, working closely with protection, M&E, Grants, Finance, HR, Logistics and Compliance teams and other NRC programmes to ensure adherence to NRC policies, Safe and Inclusive Programming standards, donor requirements and the rights of IDPs and returnees.

What You Will Bring

• University degree in a relevant field, preferably Law.
• At least 3 years of senior-level project implementation experience, ideally in humanitarian/recovery, legal assistance, partnerships, or civil society strengthening.
• Relevant legal expertise and demonstrated technical experience aligned with the role i.e. experience in ICLA or legal aid programmes, and experienced in complex political and humanitarian contexts.
• Knowledge of the legal and judicial context of Palestine as well as knowledge of displacement issues in Palestine and the Middle East is highly desirable.
• Experience working with institutional donors such as ECHO, NMFA, SIDA and GFFO.
• Experience working in consortia and partnership-based programmes.
• Demonstrated advocacy experience.
• Strong cultural sensitivity and ability to work effectively in diverse environments.
• Proven experience working effectively with national and local civil society organizations.
• Demonstrated self-awareness of leadership skills and profile. Strong track record of delivering results, coordinating stakeholders, and building effective networks and partnerships.
• Excellent written and verbal communication and coordination skills.
• Strong knowledge of Microsoft Office applications.
• Fluency in English, both written and spoken; Arabic is an asset.
