Job summary

The Port of Portland is seeking a Procurement Specialist II to develop, solicit, evaluate, purchase and contract Port-wide goods and services. You’ll use ITB, RFP, RFQ and other methods to meet state statutes and port rules, embracing a collaborative, hybrid work culture.

The role supports procurement processes, contract development, and training across departments, with a focus on compliant, efficient purchasing and continuous process improvement.

Qualifications

• Bachelor’s degree in business administration, supply chain management, or related field.
• Two (2+) years of contracts, procurement, material management or related.
• Professional procurement certifications preferred.

Responsibilities

• Act as primary procurement contact for moderately complex user departments.
• Process departmental requisitions, develop solicitations, manage procurement processes.
• Execute and amend contracts as necessary.
• Issue task orders, contract amendments, and purchase orders.
• Accurately track work in department work tracking system.
• Provide training and consultation on procurement processes and procedures.
• Participate in team projects and report improvement suggestions.
