Job summary

The National Academies in Washington, DC, seeks an experienced Contracts & Grants Specialist to manage a portfolio of federal, private sector, state, and local awards. Responsibilities include negotiation, administration, and closeout of sponsored agreements, ensuring compliance with sponsor requirements and institutional policies.

The role requires extensive knowledge of FAR, procurement regulations, and complex project management, with strong negotiation and communication skills.

Qualifications

• Knowledge of FAR, OMB Circulars, CAS, and UCC.
• Ability to communicate complex procurement and financial issues clearly.
• Seasoned negotiation skills with policy and contract knowledge.
• Ability to analyze contracts for compliance and risk.

Responsibilities

• Review and negotiate terms of contracts, grants, and cooperative agreements with government and private sponsors.
• Administer agreements including no-cost extensions, supplemental funding requests, and closeout.
• Respond to procurement requests; ensure policies and procedures are followed.
• Process procurement documents: purchase orders, consulting letters, subcontracts, fellowship grants, service level agreements.
• Coordinate estimates of service, materials, costs, and delivery; establish vendor relations and obtain bids.
• Develop contract management tools and review proposals for risks; prepare cost analyses.
• Prepare paperwork to process procurement instruments and manage contract documents.
• Liaise between the National Academies, sponsors, vendors, and subcontractors.
