Job summary

The Water Center at the University of Pennsylvania is seeking a Research Specialist C to lead and execute applied research and policy initiatives. You will design projects, produce analytical deliverables, and translate complex water policy issues into actionable insights for diverse stakeholders.

This hybrid role requires graduate-level training or equivalent in environmental policy or water resources. This position is based in Philadelphia, PA, with three days per week in the office, and

Qualifications

• Bachelor’s degree and 3 to 5 years of experience required.
• Experience conducting applied research, including surveys or interviews, analyzing data, and synthesizing findings to inform policy or technical assistance.
• Strong written and verbal communications skills to translate complex water topics into accessible materials for reports, presentations, and digital content.
• Demonstrated experience in water systems management and community water infrastructure preferred.

Responsibilities

• Lead applied research projects from design to delivery, including writing reports, developing surveys and interviews, creating public-facing materials, and presenting to stakeholders.
• Conduct research on water infrastructure technical assistance and emerging water policy challenges by collecting, analyzing, and interpreting data and evaluating relevant policies across drinking water, wastewater, and stormwater systems.
• Collaborate with Communications Manager, Penn partners, and external stakeholders to translate research into strategic communications and support interdisciplinary initiatives.
