Job summary

The Oregon Department of Early Learning and Care is seeking a Field Operations Quality Assurance Specialist (Compliance Specialist 3) to strengthen statewide investigative and licensing practices with a focus on child safety. This hybrid role requires travel across Oregon and collaboration with regional teams to ensure consistency in decisions grounded in policy.

Qualifications

• Five years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations.
• Three of the five years must be above the technical support level.
• College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
• Regulatory and Compliance Expertise - Depth of experience interpreting statutes, rules, and policy.
• Investigative Quality Assurance and Case Review Skills - Reviewing documentation and ensuring statewide alignment.
• Training, Coaching, and Practice Development - Design and deliver training and guidance.
• Complex Case Consultation and Risk Assessment - Evaluate high-risk or sensitive cases for direction.
• Communication, Conflict Management and Collaboration Skills - Professional communication across groups.

Responsibilities

• Promote the health, safety, and well-being of children in child care facilities by ensuring investigations and licensing enforcement are consistent and evidence-based.
• Develop and maintain a standardized case review and audit process across regions to improve timeliness and accuracy.
• Lead training and provide tools to Regional Managers and staff for high-quality investigations and licensing reviews.
• Serve as a neutral consultation resource for complex investigations and cross-agency coordination.
