Job summary

Citizens is seeking a Manager, Cyber Assurance to lead and mature the enterprise cybersecurity continuous control testing program. The role oversees strategy, governance, execution, and improvement of assurance activities across the control environment to validate policy alignment and risk objectives.

The ideal candidate has extensive experience in cybersecurity assurance, control testing, and governance within large, regulated organizations, with strong leadership and stakeholder engagement

Qualifications

• Bachelor's Degree in a cybersecurity-related field or equivalent experience.
• 8–12 years of progressive cybersecurity, risk, assurance, controls testing, audit, or related disciplines.
• 3+ years of people leadership experience managing cybersecurity assurance, controls, risk, or audit professionals.
• Experience assessing, testing, and validating cybersecurity controls across technology environments.
• Strong understanding of cybersecurity control frameworks, risk management, and governance practices.
• Experience developing and managing enterprise programs, governance processes, metrics, and reporting.
• Knowledge of NIST Cybersecurity Framework, NIST standards, CRI Profile, and cybersecurity maturity frameworks.
• Experience working in large, complex, regulated organizations.
• Ability to influence senior leaders and drive cross-functional collaboration.

Responsibilities

• Lead the strategy, governance, maturity, and continuous improvement of the Cyber Security Assurance Program.
• Oversee planning, execution, and QA of cybersecurity control testing to validate design and operating effectiveness.
• Define and govern asset identification, control requirements, and assurance activities for critical assets.
• Establish and maintain assurance methodologies, standards, testing frameworks, documentation, and quality controls.
• Monitor threats, regulatory developments, and business changes to identify impacts to assurance strategy.
• Define and report KPIs, KRIs, control effectiveness, testing coverage, and maturity metrics.
• Develop assurance reports, executive dashboards, findings, trends, and recommendations.
• Ensure deficiencies, drift, failures are remediated and validated.
• Lead and develop a high-performing team through workforce planning and development.
• Partner with Technology, Risk, Compliance, control owners, and stakeholders to align assurance with priorities.
