Qualifications

  • 4 years' experience in web-based software development.
  • 4 years' experience in root cause analysis and resolution.
  • 4 years' experience in .NET, HTML, ASP, Java, SQL and related tech.
  • 3 years' experience with Agile SDLC.
  • 2 years' experience using Azure DevOps, Jira or similar.
  • 1 year' experience programming in C# .Net Blazor.
  • 2 years' experience porting Java/Windows Forms to C# .NET Blazor (preferred).
  • Knowledge of responsive web design and WCAG (preferred).
  • Experience with TDA systems (preferred).

Responsibilities

  • Write, test, debug, and document complex programs using C# (.Net), Blazor, and SQL.
  • Design and implement front- and back-end web applications (HTML5, CSS, Oracle, SQL Server).
  • Collaborate with analysts and business areas to gather requirements and validate solutions.
  • Provide support and implement changes to keep applications current.
  • Present software demonstrations to customers for design approval.

  • 3 years, Required - Experience in intra-team collaboration for requirements gathering and software development, modifications, and maintenance

Texas Department of Agriculture requires the services of 3 Software Engineer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 2, Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture.

Performs advanced computer programming work. Develop software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigate problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.

Write, test, debug, and document complex programs, including client/server and web-based applications using C# (.Net), Blazor, and/or SQL.

Design, develop and implement specialized programs or routines to create, supplement, and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.

Work closely and coordinate with systems analysts, architects, and various business areas to gather/validate requirements, understand technical issues, limitations and model solutions that meet the functional and technical requirements.

Provide support of Texas Department of Agriculture applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level.

Extensive experience in mobile application development using Visual Studio, .NET Core 9.0, and DevExpress tools, with expertise in implementing secure and seamless payment acceptance functionality within mobile apps to deliver interactive, user-friendly, and high-performance solutions.

Perform research and analysis required specialized programs or routines to supplement and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.

Recommend improvements to processes for application development projects, as needed.

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Agriculture. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at Site. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Agriculture will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Agriculture.
