Job description

The Maryland National Capital Park & Planning Commission is an award-winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks, and park-school recreation areas throughout Montgomery and Prince George’s counties. In Prince George’s County, we are also responsible for developing the County’s public recreation programs.

The Department of Parks & Recreation has the overall responsibility for planning, supervising, and coordinating all park/recreation facilities and services throughout Prince George’s County. The Facility Services Division (FSD) is the largest Division within this Department and is composed of six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Heavy Equipment/Roads and Grounds, Sustainability, and Aquatics), and the Administrative section. The mission of FSD is to provide professional, high-quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation Department in Prince George’s County and its customers.

The Heating Ventilation Air Conditioning and Refrigeration section falls under the operational supervision of the Building & Structures Section, which provides preventive maintenance, routine/emergency repair, renovations, and alterations to over 431 park buildings and structures. The HVACR unit’s mission is to be responsible for maintaining the installation, maintenance, and service of various heating/air conditioning systems and ventilation/refrigeration equipment in all facilities (i.e., commercial buildings, stadiums, ice rinks, recreation centers, etc.) throughout the Prince George’s County parks system.

The HVACR III is responsible for leading, coordinating, and monitoring the technical and day-to-day projects to a team of nine (9) professional HVACR mechanics. Additionally, may direct, lead, coordinate, or monitor the work of Trades Apprentices and Park/General Maintenance Workers who support skilled trades workers to perform the full range of assisting the Shop Supervisor with a full range of skilled HVACR work of the highest complexity and variety; providing logistical resources and project assignments to the teams; and in the absence of the Trades Shop Supervisor, interact with senior management, external stakeholders (such as HVACR company representatives, the County Permits & Inspection Office), and other team members (trades professionals – i.e., Electrical, HVACR, Plumbing, Carpentry), as needed to coordinate program activities. Ensures proper and adequate installation, maintenance, troubleshooting, and repair of HVACR related systems including boilers, chillers, refrigeration systems, pumps, air compressors, generators, blowers, fans, computerized control systems, and all other associated mechanical, electrical, and electronic systems.

As Team Lead, the incumbent must be able to effectively assist the Supervisor with employee relations issues and learn the appropriate Commission personnel guidelines to effectively administer human resources policy, as needed. Additionally, the incumbent will be responsible for: training and instructing staff on new regulations and equipment issues; coordinating preventative maintenance and inspection of electrical systems of buildings, structures to detect problems and code violations and ensure code compliance with local and national codes.

The ability to communicate effectively with senior managers, customers, engineers, external agency/corporate representatives, and staff is a must, along with the ability to train and instruct HVACR team members, as needed. Coordinate with service contractors associated with systems as needed. Insures adherence to federal, state, and local building, HVACR, Electrical and fire codes. Excellent supervisory skills are also required. Flexibility and the willingness to change gears is a must. This position requires an HVACR with experience in residential, commercial (office buildings/recreation centers), and industrial (indoor swimming pools, skating rinks, ball fields, etc.) heating, ventilation, and air conditioning systems. The incumbent will also be knowledgeable regarding construction issues and have an excellent ability to effectively troubleshoot problems as they arise. *Must be willing to take On-Call Emergency Calls (off hours), as part of the Emergency Electric Response Program team.

On-call 24 hrs. (Emergency Responses Only)

Salary ($56,358-$99,814)

  1. High school diploma or Certificate of General Educational Development (GED).
  2. Completion of an approved HVACR apprentice program or four (4) years of progressively responsible experience.
  3. Four (4) years of experience at the journey level including two (2) years of experience directing the activities of other skilled HVACR Mechanics.
  4. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  5. Master HVACR License issued by appropriate local jurisdiction.
  6. Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  7. Depending on area of assignment, a valid Commercial Driver's License (CDL) with appropriate endorsements may be required.
  8. Pass Commission medical examination.
