Job summary

Texas Health and Human Services Commission (HHSC) seeks an HVAC Systems Project Manager to lead life-cycle project management for renovations and new builds at multiple facilities in Texas. You will coordinate architects, engineers, and contractors, ensuring HVAC and BAS systems meet performance and safety standards.

The role requires deep HVAC/BAS knowledge, project leadership, and the ability to manage scope, budget, and schedules within a healthcare context.

Qualifications

• Minimum of five years of progressive experience installing, maintaining, and managing HVAC projects.
• Experience reviewing HVAC plans and specifications for code compliance.
• Healthcare, state agency, or non-profit project experience preferred.
• CAPM or PMP certification is preferred.

Responsibilities

• Evaluate complex mechanical designs to ensure alignment with UMC/IMC codes.
• Coordinate troubleshooting and diagnostics for HVAC and BAS systems.
• Review contractor submittals and equipment data for performance.
• Oversee compliance checks on installed HVAC systems and components.
• Act as technical advisor and coordinate with engineers and contractors.

Brief Job Description

Acts as the owner representative with the architect/engineer and building contractor on individual projects and performs construction project management duties for the life cycle of a renovation, remodeling, or major repair project for the Supported Living Centers and State Hospitals. The position will review and advise on changes requested by the project owners, architects and contractors and will consider changes in budget, scope, and completion timelines during the execution of the contract. This position will review and advise facilities on HVAC system operations, repairs, and renovations.

Manage and perform comprehensive technical engineering design review, equipment submittal assessments, field quality assurance inspections, and high-tier diagnostic emergency troubleshooting for all HSCS SH/SSLC facilities within the HVAC, Central Plant, and Building Automation Systems (BAS) framework. Works as a part of a facility support team, under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)

Evaluates complex mechanical engineering blueprints, structural duct layouts, psychrometric designs, and building piping configurations to ensure total alignment with the Uniform Mechanical Code (UMC) or International Mechanical Code (IMC) prior to field builds. 30%

Coordinates troubleshooting and diagnostics of HVAC and BAS system operations as a subject matter expert for facilities to guide in efficient and safe system operations. 30%

Coordinates critical emergency troubleshooting and diagnostics of restoration operations during failures to bring infrastructure back online safely. Steps in as the high-tier technical solver during system drops, building automation system (BAS) networking failures, or critical terminal. failures to quickly safely diagnose and restore operations. Maintain 24/7 on-call availability to serve as a technical advisor for building and building-system issues and failures; provide immediate telephone troubleshooting and technical guidance to on-site maintenance staff and facility management; assist in identifying readily available vendor resources; and promptly notify M&C and Business Operations management of major incidents while providing clear status updates and resolution information. 10%

Critically reviews contractor submittal portfolios, manufacturing data sheets, compressor performance curves, and equipment configuration profiles to verify performance metrics match specified parameters before parts purchasing. 10%

Executes systematic compliance checks on newly installed chillers, commercial air handlers, variable air volume (VAV) setups, cooling towers, and refrigeration loops to confirm structural and mechanical soundess. 10%

Represents the agency with design engineers and contractors to address schematic errors, issue compliance corrections, and sign off on safe system completions. 10%

Knowledge, Skills And Abilities (KSAs)

Knowledge of: construction project management guidelines and practice applicable to moderate scope projects. Knowledge of a variety of HVAC systems, installations, and BAS operations; familiarity of local, state and federal laws and regulations relevant to the project assigned.

Skill in: and knowledge in construction project management monitoring; HVAC and BAS installations and operations; ability to understand and address changes in scope and budget. Shows proficient skill in the use of personal computers and applicable programs, applications and devices.

Ability to: exercise sound judgment in making recommendations for critical decisions, analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills and to identify project risks. Ability to understand construction process, HVAC and BAS operations, and different construction procurement methods, to prepare reports and organize project documents, to communicate effectively and to coordinate the work of others.

Registrations, Licensure Requirements Or Certifications

Have a current, active State of Texas Class A Air Conditioning and Refrigeration Contractor License issued by the Texas Department of Licensing and Regulation (TDLR) with an Environmental Air Conditioning endorsement. Possess a valid EPA Section 608 Universal Refrigerant Recovery Certification.

Initial Screening Criteria

• Minimum of five-years of progressive experience installing, maintaining, and building commercial/industrial HVAC systems, BAS systems, and central plants for a contractor, owner representative, or an owner.
• Experience in reviewing HVAC plans and specifications.
• Experience with projects local, state, and federal, healthcare, or non-profit entity is preferred.
• Experience using project management software/tracking databases is preferred.
• Certification as a Certified associate in project management (CAPM) or Project Management Professional (PMP) is preferred.

Additional Information

This position may have an opportunity for mobile work part-time. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters or in Austin. There is no guarantee of permanent mobile work, employees must meet eligibility requirements in accordance with agency policy, and any mobile work options are subject to change. A mobile work employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
