Job summary

Handicap International - Humanity & Inclusion seeks a Technical Field Manager to lead field operations in Deir ez-Zor, Syria. You will provide technical guidance to national teams across mine action activities, oversee planning and reporting, and ensure compliance with international standards.

The role requires 4+ years in humanitarian mine action, EOD/IEDD and IMAS Level 3+ qualifications, and willingness to travel and reside in field deployments.

Qualifications

HI in Syria

According to the latest UN figures, about 15 million peopleremainsstill in need of humanitarianassistance, including about 6.5 million IDPs, while over 5 million Syrians refugees inneighbouringcountries or in Europe. Threats from explosive remnants of war, lack of recovery in both the health and education sectors make Syria still a fragile context, as these issues hinder the ability of displaced populations to rebuild lives and access essentialservices.

Insuchacontext, whileremaininga protracted crisis, Syria is transitioning to a new phase where pure humanitarian operations will bereplacedbyearly recovery and recovery interventions.HI is managing a humanitarian program covering most of Syria’s governorates, particularly, in north and center Syria:

• Support to health partners (mainly hospitals) for the provision of multi-disciplinary rehabilitation services (physiotherapy, assistive devices, prosthetics and orthotics and PSS).
• Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas; and non-technical surveys of potential contaminated areas and clearance activities.
• Community based protection for safe returns and support for the inclusion of persons with disabilities and other vulnerable people inthe humanitarianassistance.
• Preparedness activities againstmanmadeand non-manmade related disasters 4. Inclusive Education in partnership with education actors.

Your mission:

The Technical Field Manager (TFM) - also called Land Release Project Officer (LRPO) at HI - has the primary function of providing technical advice to all national staff assigned to him/her throughout all HMA activities. He/she will provide daily support, field mentoring and advice to a number of High Threat Search and Clearance, BAC, TS, IED clearance, NTS, Land Release Process teams operating throughout the designated area of operations.

Their secondary function is to develop the capacity and technical knowledge of all national HMA staff within HI assigned to them.

The TFM will be primarily based in Dier Er-Zor (DeZ) and can be expected of to travel and reside in other regions, mainly to areas where HI clearance teams operate. Some areas of operations are remote and will require the TFM to ‘embed’ themself within the local community to achieve acceptance by the community at risk.

The TFM will have 7 responsabilities :

1. Contribute to project planning and implementation in line with the existing frameworks

• Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit;
• Ensure that activities are implemented andthat resources are correctly allocated as authorized by the project manager;
• Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager;
• Contribute to identifying areas of the project inwhich adjustments arerequiredand putforward adaptations to the project manager.

2. Contribute to project monitoring, evaluation, accountability and learning

• Contribute to project monitoring, specifically activity progress indicators and the expected outcomes;
• Contribute to project evaluations at the request of the project manager and ensure that project evaluation recommendations are followed.

3. Ensure project data management: ensure that theappropriate datacollection and management tools are in place and are used correctly on the project, in line with global standards.

4. Contribute to the coordination of project teams

• As authorized by the project manager,facilitatecoordination meetings between the project teams and the support serviceslocatedin the area when necessary;
• Ensure that the project teams and the support teams (shared and technical services, in particular) work well together tofacilitatethe implementation of the project in the country.

5. Contribute to external project communication

• Contribute to HI’s external influence by taking part in networks, whenrequired;
• Communicate about the project to partners,authoritiesand stakeholders when relevant.

6. Emergency Preparedness and Response. Contribute to theprogramme’semergency preparedness initiatives, and inan emergencysituation,adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

7. Provide technicalguidance

• Provide the technicalexpertiseforyour project, especially in the domain of underwaterEO clearance.
• Ensure that the activities implemented comply with international technical norms and standards
• Adapt the project documentation to international technical norms and standards, when necessary
• Run technical training for your staff when relevant
• Are in charge of the technical quality and relevance of project activities implemented within your scope of expertise
• Ensure technical learning from projects by drawing on lessons learned and good practices
• Make sure global and field technical specialists get theinformation they require and collaborates with Technical Divisions when necessary
• Adjust your activities to audit recommendations, if applicable

Qualifications

• Relevant and certified EOD and IEDD qualifications to fulfil organizational need
