Job summary

Beaufort County Council seeks a coordinator to lead countywide efforts addressing homelessness and housing insecurity, ensuring compliance with federal, state, and local requirements. This role collaborates with community partners and operates under general supervision to develop work methods and sequences.

The position involves engaging partners, coordinating housing connections, supporting the PIT Count, managing HMIS data, and reporting performance metrics to evaluate program effectiveness

Qualifications

  • Bachelor’s degree or education and training equivalent to four years of college education in Social Services, Psychology, Sociology, Public Health or related field.
  • Four years of related experience or an equivalent combination of education, training, and experience.

Responsibilities

  • Coordinate countywide response to homelessness and housing insecurity in Beaufort County in compliance with federal, state and local requirements.
  • Identify, engage and maintain collaborative relationships with community partners and organizations serving individuals experiencing homelessness and housing insecurity.
  • Coordinate with partner agencies to connect individuals with housing, supportive services and community resources.
  • Support the annual Point-in-Time (PIT) Count with planning, partner coordination, logistics, data quality assurance and post-count activities.
  • Implement data collection methodologies and conduct gap analyses to identify unmet housing and service needs and emerging community trends.
  • Provide information and referrals regarding housing and community resources to individuals experiencing homelessness and housing insecurity.
  • Research best practices in homelessness prevention and intervention and develop recommendations aligned with local resources.
  • Maintain timely HMIS documentation including outreach contacts, Coordinated Entry activities and referral tracking.
  • Track and report performance metrics using HMIS data, PIT results and housing needs assessments to evaluate program effectiveness.

Description

The purpose of this position is to coordinate countywide response to homelessness and housing insecurity in Beaufort County in compliance with federal, state and local requirements. This class works under general supervision, independently developing work methods and sequences.

Examples of Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Identifies, engages, and maintains collaborative relationships with community partners, including service providers, government agencies, businesses, libraries, and other organizations that serve or interact with individuals experiencing homelessness and housing insecurity.
  • Coordinates with partner agencies to connect individuals experiencing homelessness and housing insecurity with available housing, supportive services, and community resources.
  • Supports the annual Point-in-Time (PIT) Count by assisting with planning, partner coordination, volunteer and site logistics, resource event coordination, data quality assurance, and post-count follow-up activities.
  • Implements data collection methodologies and conducts gap analyses to identify unmet housing and service needs, underserved populations, and emerging community trends.
  • Provides information and referrals regarding available housing, supportive services, and community resources to individuals experiencing homelessness and housing insecurity.
  • Researches best practices in homelessness prevention and intervention and develops recommendations aligned with local and regional resources.
  • Maintains timely, accurate, and complete documentation within the Homeless Management Information System (HMIS), including outreach contacts, Coordinated Entry activities, referral tracking, and data quality assurance.
  • Tracks, analyses, and reports performance metrics using Homeless Management Information System (HMIS) data, Point-in-Time (PIT) Count results, referrals, outreach activities, and housing needs assessments to evaluate program effectiveness and identify community trends.
  • Performs related work as assigned.
Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Requires Bachelor’s degree or education and training equivalent to four years of college education in Social Services, Psychology, Sociology, Public Health or related field.
  • Four years of related experience or an equivalent combination of education, training, and experience.
Special Certifications And Licenses
  • Bi-lingual English/Spanish preferred.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
