Job summary

Columbusco is seeking an HR Assistant to support the Human Resources Director and staff with cross-functional activities. Responsibilities include onboarding/offboarding, benefits administration, records management, and reporting.

Job description

Distinguishing Features of the Class

An employee in this class works with the Human Resources Director and other HR personnel to assist with cross functional activity within the HR Department to include; Timesheets, On-Boarding, Off-Boarding, and oversee the Workers Compensation Program, Retirement and Death benefits for staff. Work also includes tasks such as answering employee and applicant questions; orienting and signing up employees for benefits; posting, accepting and maintaining tracking records on applicants; maintaining and posting employee records cards and organizing and maintaining personnel files; compiling reports; scheduling drug tests and background checks; and conducting employee exit interviews on benefits issues. An employee in this class, also works with the Human Resources Director in addressing grievances, fostering communication, reduce turnover, and benefit administration. Work involves extensive contact with employees and applicants to provide policy interpretation and assistance, and requires knowledge of assigned areas of personnel administration with a high degree of accuracy. Employees must exercise sound judgment, tact, and initiative in all contacts. Work is performed under the supervision of the Human Resources Director and is evaluated through conferences, observations, reports, and feedback.

Duties and Responsibilities
Essential Duties and Tasks
  • Serves as initial contact for the department, greets the public in person and by telephone and provides information requested; receives and sends faxes; delivers mail; screens mail, documents and other materials; uses spreadsheet and word processing programs and to prepare correspondence and reports as requested.
  • Posts employee information (hire dates, promotions/demotions, title changes, changes in salary and position) on employee cards
  • Receives applications; explains application process; compiles groups of applicants and refers to department; maintains a spreadsheet of applicants and the job applied for and demographic information; maintains file of applicants.
  • Maintains personnel files, establishing folders for new employees and filing information; responds to employee and citizen requests for information about personnel files.
  • Schedules pre-employment testing including drug screening and background check and follows up on results.
  • Sets up orientation sessions and benefits sign up for full-time employees; assists employees with completion of benefits and direct deposit forms and explains county benefits and available options.
  • Calls information into Workers’ Compensation carrier and schedules appointments with medical carrier.
  • Oversee the health benefits for pre-65 and post-65 retirees.
  • Assists employees with benefits questions and claims concerns; assists in completing paperwork and accessing benefits; maintains forms supplies; assists employees who sign up for benefits in orientation sessions and annual enrollment; responds to employee inquiries concerning policies and procedures.
  • Conducts exit interviews with terminating employees and those going on leave to provide benefit information and assist in completion of forms.
  • Provides administrative support to the Director in setting up meetings and generating reports and correspondence as required.
  • Assists in planning and setting up employee events, including benefits fair, retirement functions, enrichment activities, etc.
  • Oversees the process of employee retirement.
  • Occasionally participate and attend job fairs.
  • Will be the backup to the HR Director in reconciling benefit invoices.
  • Attend any meetings is the absences of the HR Director.

Recruitment and Selection Guidelines
Knowledges, Skills, Abilities
  • Working knowledge of County policies, provisions and insurance regulations of benefits programs and recruitment requirements.
  • Working knowledge of theories, principles and practices of human resources administration, especially for assigned functions.
  • Considerable knowledge of office administration techniques.
  • Knowledge of computerized word processing, spreadsheet and other similar software and skill in using the software.
  • Ability to gather and analyze information, compose and implement reports and procedures.
  • Ability to analyze and use policy and procedures to resolve problems.
  • Ability to maintain the confidentiality of personnel records and discussions.
  • Ability to establish and maintain effective working relationship with other officials, department heads, employees, and the general public.
  • Ability to communicate effectively in oral and written forms.
  • Ability to organize work and perform duties accurately.
  • Ability to work with interruptions.
Physical Requirements
  • Must be able to perform the basic life operational skills of reaching, fingering, grasping, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data and figures, to maintain files, operate a computer, and to read extensively.
Desirable Education and Experience

High school diploma or equivalent and a two-year college degree in Business, Human Resources, or a related field, with 1–2 years of Human Resources experience required. Experience in business, human resources, office administration, or local government is preferred. An equivalent combination of education and experience may be considered.
