Provides oversight of CYFD's Organizational Development and Recruitment programs by ensuring consistent application of standardized processes, timely execution of recruitment actions, and compliance with agency policies and federal requirements. Oversees staff performance, workload distribution, and training across both functional areas. Ensures organizational charts, PACAP/department codes, and SHARE data remain accurate and up to date. Maintains alignment with HR Managers, division leadership, ASD, EPMO, and PSD to support agency-wide staffing and strategic workforce goals. Serves as the primary liaison between HR and all CYFD divisions, ensuring proactive communication, timely support, and effective coordination of HR activities. Supervisory responsibilities include assigning work, coaching staff, conducting performance reviews, supporting professional development, managing schedules and leave, and ensuring quality control across recruitment and organizational development functions.
Will be knowledgeable in the following areas:
Must be able to demonstrate and deliver the following:
Bachelor's Degree in any related field and four (4) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.
Work is performed in a standard office environment with regular exposure to visual/video display terminals and extensive use of computers and telecommunication devices. The position requires the ability to lift, load, and unload items up to 25 pounds. Attendance at job fairs and hiring events is required as needed.
This position is not covered by a collective bargaining agreement.
