Human Resources Specialist (Recruitment & Placement/Compensation)

Position may be filled at either location:

  • Whitehall: $92,475 - $142,957
  • New Cumberland: $101,401 - $156,755
Duties
  • If selected at the GS-12 level, duties will be performed in a developmental capacity.
  • Serve as a program manager for suitability determinations, providing expert advice and guidance to staff.
  • Develop and maintain contact with agency security activities including DoD, federal, state, and local courts.
  • Process suitability adjudications through the normal application process or as directed by OPM.
  • Manage the Priority Placement Program (PPP).
  • Participate in Reduction in Force (RIF), VERA, and VSIP teams.
  • Assist customer teams with mandatory placement program guidelines and workforce shaping procedures.
  • Serve as a subject matter expert for the Compensation Program, advising management and specialists.
  • Provide guidance in Recruitment and Placement, special hiring authorities, and staffing policies/program reviews.
Requirements
  • Must be a U.S. citizen.
  • Flexible tour of duty.
  • High Risk - Critical Sensitive / Secret Access security clearance.
  • Completion of a favorable suitability or fitness determination required.
  • FLSA exempt status.
  • Males born after 12-31-59 must be registered with the Selective Service.
  • Recruitment incentives are not authorized.
  • No bargaining unit status.
Qualifications

Supporting your resume and documentation must demonstrate:

Specialized experience: One year of experience related to the duties, typically in or related to the position. For GS-13, one year at GS-12 level; for GS-12, one year at GS-11 level or equivalent.

Experience includes:

  • Inputting and reviewing security or suitability information.
  • Ensuring compliance with federal civilian recruitment and placement procedures.
  • Advising on federal civilian compensation laws, regulations, and policies.
