Qualifications

  • High School Diploma or equivalent and two-years related work experience OR Associate’s Degree and two years of working experience
  • Two or more years of progressively responsible experience in Human Resources, payroll, staffing, office administration, or a related field
  • Demonstrated experience working with detailed records, databases, transactions, or other information requiring a high degree of accuracy
  • Demonstrated experience providing customer service and managing multiple priorities and deadlines

Position Summary

The Human Resources Specialist provides comprehensive staffing and employment support to a assigned schools and departments within the Alamance-Burlington School System. Reporting to the Assistant Director of Staffing & Recruitment, the Specialist serves as a primary Human Resources contact for assigned administrators and is responsible for coordinating and processing personnel transactions throughout the employment lifecycle, with particular emphasis on hiring, onboarding, employee changes, and separations.

The Human Resources Specialist receives and processes recommendations for employment; reviews employment documentation for accuracy and completeness; communicates with candidates and hiring managers; supports new employees through the onboarding process; prepares and submits accurate and timely personnel actions; processes resignations and other employment changes; and maintains accurate staffing records for assigned schools and departments.

The position requires exceptional attention to detail, organization, follow-through, customer service, and the ability to manage a high volume of time-sensitive transactions while maintaining accurate and confidential employee information. The Specialist works collaboratively with other Human Resources staff, Payroll, Finance, school administrators, department leaders, and employees to ensure personnel actions are completed accurately, efficiently, and in accordance with district procedures and applicable requirements.

Essential Duties and Responsibilities
Staffing & Employment Processing
  • Serve as the primary staffing support contact for an assigned schools and/or district departments.
  • Receive, review, and process recommendations for employment submitted by principals, department leaders, and other authorized hiring managers.
  • Review employment recommendations and supporting documentation for accuracy, completeness, appropriate approvals, position information, funding information, and compliance with established procedures.
  • Communicate with hiring managers regarding incomplete, inaccurate, or missing information and facilitate timely resolution.
  • Maintain awareness of current vacancies and staffing activity within assigned schools and departments.
  • Coordinate with the Assistant Director of Staffing & Recruitment regarding difficult-to-fill vacancies, unusual staffing situations, or hiring matters requiring additional review.
  • Process transfers, assignment changes, promotions, changes in employment status, and other personnel transactions for assigned employee groups.
  • Ensure employment transactions move efficiently through established Human Resources processes and are completed within established timelines.
  • Maintain organized documentation and tracking systems that allow the status of pending personnel transactions to be readily determined.
  • Provide timely and accurate staffing information to administrators and other authorized stakeholders.
New Hire Processing & Onboarding
  • Serve as an active participant in the onboarding of new employees from acceptance of an employment recommendation through completion of required employment processes.
  • Contact selected candidates and communicate employment information, required documentation, onboarding expectations, deadlines, and next steps.
  • Review new-hire documentation for completeness and accuracy and follow up promptly regarding outstanding requirements.
  • Assist employees with completion of required employment forms and Human Resources processes.
  • Complete assigned employment eligibility and onboarding processes in accordance with district procedures and applicable requirements.
  • Coordinate with other Human Resources functions regarding licensure, background screening, employment eligibility, salary placement, and other requirements affecting an employee's ability to begin work.
  • Participate in new employee orientation and onboarding activities as assigned.
  • Provide new employees with responsive, professional support and help ensure a positive transition into employment with the district.
  • Identify onboarding issues that could delay an employee's start date and work proactively with the appropriate parties to resolve them.
  • Ensure completed onboarding documentation is appropriately entered, routed, maintained, and/or filed.
Personnel Actions & Payroll Coordination
  • Prepare, review, enter, and submit personnel actions for assigned schools, departments, and employee groups.
  • Ensure personnel actions are complete, accurate, appropriately authorized, and submitted to Payroll and other applicable departments within established deadlines.
  • Process employment actions including new hires, transfers, assignment changes, salary-related changes, changes in employment status, demographic changes, separations, and other personnel transactions.
  • Verify critical information including employee identification, position, assignment, effective dates, work schedule, employment status, funding information, and other required data before submission.
  • Maintain appropriate supporting documentation for personnel actions.
  • Monitor pending transactions and follow through until actions have been successfully completed.
  • Work collaboratively with Payroll to research and resolve discrepancies involving employee assignments, effective dates, personnel actions, or other employment information.
  • Immediately elevate discrepancies or errors that may affect an employee's compensation, benefits, employment status, or district records.
  • Assist with reconciliation of Human Resources and Payroll information as assigned.
  • Meet established payroll and personnel-action deadlines consistently.
Resignations & Separations
  • Receive and process employee resignations and other separations for assigned schools and departments.
  • Review resignation documentation for required information and appropriate effective dates.
  • Communicate with employees and administrators regarding separation procedures and outstanding requirements.
  • Prepare and submit required personnel actions and update applicable Human Resources records and systems.
  • Coordinate separation information with Payroll and other departments as required.
  • Ensure vacancies resulting from separations are communicated and reflected appropriately in staffing records and systems.
  • Provide departing employees with appropriate information regarding separation processes and Human Resources contacts.
  • Identify unusual separation circumstances and refer them to the Assistant Director, Executive Director, or Director of Employee Relations as appropriate.
Staffing Records & Data Integrity
  • Maintain accurate and current staffing lists for assigned schools and departments.
  • Regularly reconcile staffing lists against Human Resources information systems, personnel actions, vacancies, and other district records.
  • Monitor employee assignments, position status, transfers, new hires, and separations to ensure staffing records remain current.
  • Identify discrepancies in staffing information and research and resolve them promptly.
  • Maintain accurate information in applicable Human Resources information systems and applicant tracking systems.
  • Conduct routine audits of assigned employee and staffing data.
  • Assist with preparation of staffing reports and other Human Resources data requests.
  • Maintain documentation necessary to support personnel transactions and audits.
  • Protect the confidentiality and integrity of employee information.
School & Department HR Support
  • Serve as a knowledgeable first point of contact for routine staffing and employment-process questions.
  • Provide clear guidance regarding district hiring procedures, personnel transactions, onboarding requirements, resignations, transfers, and related Human Resources processes.
  • Respond to inquiries in a timely, professional, and customer-focused manner.
  • Help administrators understand Human Resources timelines, documentation requirements, and their responsibilities within staffing processes.
  • Recognize matters requiring specialized Human Resources expertise and make appropriate referrals.
  • Elevate complex, unusual, sensitive, or unresolved staffing matters to the Assistant Director of Staffing & Recruitment.
Recruitment & Applicant Support
  • Support district recruitment and talent acquisition initiatives under the direction of the Assistant Director of Staffing & Recruitment.
  • Post, update, and close vacancies within the district's applicant tracking system as assigned.
  • Assist hiring managers with applicant tracking and established hiring procedures.
  • Participate in career fairs, hiring events, recruitment activities, and other talent acquisition initiatives.
  • Communicate professionally with applicants regarding district employment processes.
  • Assist in maintaining candidate pipelines for assigned employee groups.
  • Identify recurring applicant or hiring-process concerns and communicate them to the Assistant Director.
  • Support recruitment initiatives for hard-to-fill vacancies within assigned schools or departments.
Process Compliance & Quality Assurance
  • Follow established Human Resources procedures, Board policies, internal controls, and applicable employment requirements.
  • Review work carefully before submission to ensure accuracy, completeness, and consistency.
  • Maintain required documentation and records in accordance with district procedures.
  • Meet established deadlines for personnel actions, payroll submissions, hiring processes, and other assigned responsibilities.
  • Participate in audits and quality-control reviews of Human Resources records and transactions.
  • Identify recurring errors, inefficient processes, or opportunities for improvement and communicate recommendations to the Assistant Director.
  • Maintain current knowledge of Human Resources procedures and systems applicable to assigned responsibilities.
  • Participate in cross-training to provide continuity of staffing services during absences and peak workload periods.
Other Duties
  • Participate in Human Resources meetings, professional learning, special projects, and departmental initiatives.
  • Assist with major Human Resources events and activities.
  • Maintain confidentiality regarding applicant, employee, personnel, and district information.
  • Perform other related duties as assigned by the Assistant Director of Staffing & Recruitment or Human Resources leadership.
Minimum Education and Experience
  • High School Diploma or equivalent and two-years related work experience OR Associate’s Degree and two years of working experience
  • Two or more years of progressively responsible experience in Human Resources, personnel administration, payroll, staffing, office administration, or a related field.
  • Demonstrated experience working with detailed records, databases, transactions, or other information requiring a high degree of accuracy.
  • Demonstrated experience providing customer service and managing multiple priorities and deadlines.
Preferred Qualifications
  • Bachelor's degree in human resources, business administration, public administration, or a related field.
  • Human Resources experience within a public school district, governmental organization, or other large employer.
  • Experience processing personnel or payroll transactions.
  • Experience with HR information systems and applicant tracking systems.
  • Experience with employee onboarding and staffing processes.
  • North Carolina Notary Public designation preferred.
  • SHRM-CP, PHR, aPHR, PSHRA-CP, or other relevant Human Resources certification.
