Role overview

The role leads a broad portfolio of human resources activities with a strong emphasis on risk management. You will provide technical direction, oversee quality of work, and support employee performance and development efforts. As a subject matter expert, you will conduct complex analyses to sustain and improve HR programs, including benefits, recruitment, employee relations, classification and pay, and compliance with applicable laws and regulations. The assignment concentrates on risk management responsibilities such as administering workers’ compensation, liability programs, and safety initiatives, while also guiding HR services and special projects for the organization.

Responsibilities
  • Plan, lead, and oversee activities across benefits administration, risk management, recruitment and selection, employee relations, performance management, discipline, training and organizational development, classification and pay, and related HR functions.
  • Provide technical direction and quality control for staff work; assist with employee performance evaluations.
  • Serve as a subject matter expert in HR and risk management; perform independent, complex analyses to support programs and initiatives.
  • Coordinate and communicate about the benefits program; analyze usage and performance, collaborate with carriers and third-party administrators, and prepare communications and benefit enrollment materials.
  • Review and oversee recruitment processes, including exam planning and development and considering City impacts on position control.
  • Administer and update employee files; ensure quality assurance and troubleshoot payroll and information systems issues.
  • Oversee security and confidentiality of master employee files and implement information management best practices.
  • Design and conduct compensation, benefits, and personnel policy surveys; prepare analyses and reports.
  • Organize labor relations activities, conduct research, and assist in strategy and language development for negotiations; coordinate meetings and initiatives.
  • Lead job analyses to establish position qualifications, document findings, and support classification and compensation recommendations.
  • Improve employment practices for equal opportunity, job-relatedness, and community representation impacts.
  • Develop and update administrative procedures, correspondence, and program implementations.
  • Manage employee development efforts, including designing training curricula, delivering programs, and assessing needs.
  • Counsel employees and the public on employment, promotions, retirement, benefits, and related issues; provide information to external agencies as needed.
  • Interpret and apply City HR policies, MOU provisions, benefit changes, and salary schedule revisions.
  • Research organizational structures to improve efficiency and prepare reports on activities and operations.
  • Perform related duties as required.
Qualifications and requirements
  • Education: Bachelor’s degree in Human Resource Management, Public or Business Administration, or a related field.
  • Experience: Three (3) years of increasing responsibility in personnel administration, risk management, recruitment, classification and compensation analysis, labor relations, and personnel administration; at least one year in a lead capacity.
  • Licenses/Certification: Valid Class C California Driver’s License with a satisfactory driving record.
  • Knowledge:Advanced principles and practices of personnel administration including risk management, recruitment, classification and compensation, labor relations, benefits administration, research and analysis;Advanced principles and practices of human resource administration;Relevant federal, state, and local laws and regulations;Advanced methods of statistical research and presentation;Modern office practices and computer applications (word processing, databases, spreadsheets);Report writing techniques and methods.
