Responsibilities

  • Manage the daily operations of the recruitment and onboarding team engaged in the coordination of full-cycle recruiting and onboarding activities.
  • Establish performance expectations, monitor workload distribution, and ensure service excellence.
  • Oversee job postings, advertising, and candidate screening and selection process, to ensure compliance with EEO, ADA, and hiring regulations.
  • Coordinates and represents the organization at job fairs, recruitment events, career expos, and workforce development initiatives.
  • Provides guidance to hiring managers on interviewing and recruitment procedures; collaborates with departments to meet staffing needs.
  • Analyze and report on recruitment metrics and ensure proper tracking of ongoing recruitment processes.
  • Ensures proper administration of the E-Verify process to ensure employment eligibility compliance for new hires.
  • Coordinates reverification for employment eligibility and timelines as needed for compliance.
  • Leads and supports development and execution of recruitment strategies and employer branding efforts.
  • Recommend improvements to recruitment strategies and processes.
  • Manages the coordination of temporary staff hiring.
  • Supervises COCC New Hire Center activities, onboarding new hires, background screenings, badges, onboarding sessions.
  • Supports recruitment advertising efforts, social media campaigns, and employment marketing.

We’re excited to announce an opportunity to join the Clerk of the Court and Comptroller as our Human Resources Manager for Talent Acquisition and Engagement!

In this leadership role, you’ll oversee recruitment, talent acquisition, onboarding, and engagement initiatives while guiding a team dedicated to providing an efficient and positive experience for candidates, new hires, and hiring departments. You’ll also lead recruitment outreach, employer-branding initiatives, and continuous process improvements to help attract and engage a qualified and diverse workforce.

MINIMUM QUALIFICATIONS
  • Bachelor's degree. A minimum of four years of experience in human resources or personnel management, to include supervisory experience, is required. Additional experience in human resources or personnel management may substitute for the required education on a year-for-year basis.
PREFERRED QUALIFICATIONS
  • Experience in public sector, and/or union environments.
  • Experience supporting, coordinating and/or managing high-volume recruitment activities.
  • Experience working with HRIS or Recruitment/Applicant Tracking platforms.
  • Professional certification (e.g., CEBS, SHRM-CP, PHR) is highly desirable.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Manage the daily operations of the recruitment and onboarding team engaged in the coordination of full-cycle recruiting and onboarding activities.

  • Ensures effective tracking of employment authorization expiration dates and timely coordination of reverification for compliance purposes.
  • Leads and supports the development and execution of recruitment strategies, and employer branding efforts.
  • Recommend improvements to recruitment strategies and processes.
  • Manages the coordination of temporary staff hiring.
  • Supervises activities of the COCC New Hire Center, handling the onboarding of all new hires including the processing of criminal history background screenings, issuing employee badges, and conducting new hire onboarding sessions.
  • Supports recruitment advertising efforts, social media recruitment campaigns, employment marketing efforts.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong skills in written and verbal communication, as well as organization.
  • Strong supervisory and management skills, including guiding staff, providing feedback, and supporting professional development.
  • Proficiency with Microsoft Office Suite and HRIS/Recruitment-Applicant Tracking Systems.
  • Knowledge of principles, practices and trends/best practices in talent acquisition/recruitment processes.
  • Knowledge of employment laws and regulations governing recruitment and selection.
  • Knowledge of workforce analytics and recruitment metrics.
  • Strong presentation, facilitation, and training skills.
  • Ability to build relationships with leaders at all organizational levels.
  • Ability to safeguard all confidential aspects of the recruitment process, including candidate records, background check findings, and other sensitive information, while exercising sound judgment and discretion.
  • Ability to interact courteously and professionally with candidates, employees, supervisors, union representatives, and management.
  • Ability to foster collaboration and work effectively as part of a team within the department to achieve shared goals.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Work is primarily performed in an office environment with extended periods at a computer. Occasional travel may be required to support job fairs or similar outreach events/projects. Light lifting (up to 10 lbs) may occur.
