  • Minimum seven (7) years of progressive HR experience, including supervisory experience.
  • Experience in employee relations and conducting formal investigations.
  • Experience in labor negotiations and collective bargaining preferred.

Position Information

This position is a 1.0 FTE that supports the Human Resources Department. The hiring range for this position is $92,000 to $115,000 annually, with the starting salary determined based on relevant experience. This position is fully benefit eligible, please see attached for benefit information.

Nature of Work

The Manager of HR Operations & Labor Relations is a key leadership role responsible for the daily operations and strategic management of the HR department. Under the direction of the Director, this position provides direct supervision to professional, technical, and specialized HR staff. The Manager of HR leads complex employee relations matters and investigations, ensures regulatory compliance, and serves as an advisor to District leadership on personnel issues.

Typical Class Responsibilities

  • Supervises staff including: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
  • Manages and conducts high-level employee investigations, grievance procedures, and disciplinary recommendations; provides advice and guidance to District administrators regarding findings and ensures appropriate recommendations based on those findings.
  • Manages and oversees the daily operations of the human resources function, which includes planning, coordinating, administering, and evaluating programs, projects, policies, processes, and/or procedures.
  • Serves as a key member of the District negotiation team, including serving as a negotiator for assigned bargaining units; provides research, data analysis, and strategy support for collective bargaining processes.
  • Oversees departmental compliance with local, state, and federal employment laws; ensures technical audit integrity through oversight of the HRIS and Benefits functions.
  • Participates in a variety of meetings, which may include District meetings, staff and/or committee meetings, negotiations, and staff development sessions.
  • Performs other duties of a similar nature or level.

Training and Experience Requirements

  • Bachelor’s degree in Human Resources, Labor Relations, or a related field; Master's degree preferred.
  • A minimum of seven (7) years of progressive HR experience, including supervisory experience.
  • Demonstrated experience in employee relations and conducting formal investigations.
  • Experience in labor negotiations and collective bargaining preferred.

Physical Requirements

Positions in this class typically require: reaching, standing, walking, use of fingers, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
