SUMMARY
This is a specialized professional and administrative classification responsible for the development, implementation, and oversight of the City’s compliance, risk management, safety, and training programs. Work includes administering workers’ compensation, liability and property insurance programs, unemployment compensation, employee benefit-related risk functions, workplace safety initiatives, compliance audits, employee investigations and workforce training programs.
This position ensures compliance with applicable federal, state, and local laws and regulations, including but not limited to ADA, FMLA, EEOC, OSHA, DOT, and other employment and occupational safety standards. The position administers the City’s Drug-Free and Smoke-Free Workplace Programs, including random, post-incident, and reasonable suspicion drug and alcohol testing, driver qualification monitoring, Motor Vehicle Record (MVR) reviews, and DOT/CDL compliance requirements.
The Human Resources/Risk Manager serves as Chair of the City\'s Accident Review Committee, coordinates committee meetings, facilitates accident reviews, and makes recommendations regarding corrective actions and disciplinary measures resulting from workplace accidents and policy violations. The position also works closely with emergency management personnel during business disruptions, emergencies, and disaster recovery operations.
NATURE OF WORK
Under general direction, administers, investigates and supervises risk management, compliance, safety, and training programs. Develops and implements insurance and loss control programs, conducts risk assessments, and establishes policies and procedures to reduce workplace injuries, liability exposure, and regulatory non-compliance.
Work includes coordinating insured and uninsured losses, administering workers\' compensation claims, supporting employee relations investigations, assisting with EEOC charges and employment-related litigation, conducting compliance audits, overseeing drug-free workplace requirements, and maintaining DOT/CDL compliance programs. The position performs investigative and analytical work related to incidents, claims, audits, and legal matters and provides recommendations for corrective action, disciplinary action, and risk reduction.
The position serves as a liaison with legal counsel, insurance carriers, consultants, regulatory agencies, and emergency management personnel and provides guidance to management regarding compliance, safety, and risk-related matters.
ILLUSTRATIVE TASKS
Identifies, develops, recommends, implements, and monitors the City\'s risk management, compliance, safety, and loss prevention programs to minimize financial exposure from loss, injury, litigation, and regulatory non-compliance.
Ensures compliance with applicable federal, state, and local laws and regulations, including ADA, FMLA, Title VII, EEOC, OSHA, DOT, and other employment and occupational safety requirements.
Administers and oversees the City\'s Drug-Free and Smoke-Free Workplace Programs, including policy enforcement, random, post-incident, and reasonable suspicion drug and alcohol testing, compliance documentation, and employee education.
Conducts and maintains driver qualification reviews, Motor Vehicle Record (MVR) checks, driver license verification, and related compliance requirements for employees operating City vehicles or equipment.
Ensures compliance with DOT/CDL regulations, including driver qualification files, safety standards, training requirements, and regulatory reporting.
Administers workers\' compensation claims, injury management processes, return-to-work programs, and related loss control initiatives.
Conducts workplace safety inspections, hazard assessments, accident investigations, and root cause analyses to identify corrective and preventive actions.
Serves as Chair of the City\'s Accident Review Committee; coordinates committee meetings, presents investigative findings, facilitates accident reviews, and makes recommendations regarding corrective actions and disciplinary measures.
Supports and/or conducts employee relations investigations involving workplace complaints, misconduct, harassment, discrimination, policy violations, and other employment-related matters.
Assists in the preparation and response to EEOC charges, employment-related claims, litigation matters, audits, and regulatory investigations.
Develops, reviews, negotiates, and monitors risk-related provisions in contracts, insurance policies, vendor agreements, and service contracts.
Coordinates with insurance carriers, third-party administrators, attorneys, consultants, brokers, and regulatory agencies regarding claims, litigation, compliance, and risk-related matters.
Develops, implements, and enforces safety policies, procedures, and internal controls to ensure compliance with health, safety, environmental, and risk management standards.
Develops and delivers training programs related to OSHA, DOT, risk management, workplace safety, compliance, workers\' compensation, and employee conduct.
Develops and maintains HR and risk management metrics, statistical reports, dashboards, and compliance analyses to identify trends and support organizational decision-making.
Supports internal and external audits, inspections, compliance reviews, and legal proceedings by providing documentation, records management, and subject matter expertise.
Assists in developing and monitoring risk management budgets, insurance programs, and self-insurance funds.
Establishes goals, performance objectives, and work plans for risk management, safety, compliance, and training programs.
Collaborates with emergency management personnel and City leadership during emergencies, business disruptions, and disaster recovery efforts to support continuity of operations and workforce readiness.
Administers and oversees the City\'s Safety Program.
Performs other related duties as assigned.
KNOWLEDGES, SKILLS AND ABILITIES
EDUCATION
Bachelor’s degree from an accredited college or university in Human Resources, Risk Management, Business Administration, Public Administration or a related field required.
EXPERIENCE AND TRAINING
Five (5) years of progressively responsible experience in human resources, risk management, safety, compliance, employee relations, or a related field. An equivalent combination of education, training and experience may be considered.
Public Sector or municipal government experience preferred.
Advanced Public Risk Management Certificate, SHRM-CP, PHR, ARM, CRM, or equivalent certification preferred.
SPECIAL REQUIREMENTS
A valid Florida driver’s license is required

On a continuous basis sit at desk and/or stand for long periods of time. Frequently required to walk. Frequently required to see, hear and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means, use a calculator to compute figures. On occasion required to climb or balance, stoop, kneel, crouch, or smell. Intermittently twist and reach office equipment. On occasion required to lift or carry weight up to 30 pounds.
