Motive Workforce in Long Beach, CA, is seeking an experienced Human Resources Generalist to support a growing advanced manufacturing organization. The role covers payroll, benefits, employee relations, compliance, recruitment, onboarding, training, HR systems, and government reporting in a regulated aerospace environment.

The ideal candidate will have California HR experience, hands-on payroll/benefits administration, and the ability to manage multiple priorities in a fast-paced setting.

Qualifications

  • Bachelor's degree required in HR or related field.
  • Experience in aerospace/manufacturing or regulated industry.
  • Minimum 4 years HR Generalist/HR Management experience.
  • Hands-on payroll and benefits administration.
  • Knowledge of California employment law and EEO requirements.

Responsibilities

  • Ensure compliance with federal, state, and local employment laws including EEO, FLSA, OSHA, ADA, ITAR, and California labor requirements.
  • Maintain and update HR policies and the employee handbook.
  • Lead internal HR audits, including I-9, employee classification, payroll, and compliance reviews.
  • Manage workers' compensation, ADA accommodations, and leave administration, including FMLA, CFRA, and PDL.
  • Oversee biweekly payroll, including wages, deductions, garnishments, tax withholdings, and payroll audits.
  • Support California EDD reporting and wage-and-hour compliance.
  • Administer employee benefit programs including medical, dental, vision, life insurance, 401(k), FSA/HSA, COBRA, and ACA requirements.
  • Lead annual open enrollment and coordinate with brokers and carriers.
  • Manage full-cycle recruitment, including job postings, screening, interviews, offers, and onboarding.
  • Support performance reviews, merit increases, employee relations, PIPs, disciplinary actions, offboarding, and exit interviews.
  • Facilitate new hire orientation and maintain employee training materials.
  • Support AS9100 and NADCAP compliance through documentation and training.
  • Maintain accurate HRIS and payroll records.
  • Track HR metrics including turnover, absenteeism, training completion, and other KPIs.
  • Prepare required federal and state reports including EEO-1, VETS-4212, CA Pay Data, EDD, and ACA reporting.
  • Coordinate employee events and support employee engagement and culture initiatives.
  • Maintain job descriptions and organizational charts.

This role will oversee a broad range of HR functions including payroll, benefits, employee relations, compliance, recruitment, onboarding, training, HR systems, and government reporting.   • Must be a U.S. citizen.
Preferred Qualifications
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Familiarity with AS9100 and NADCAP requirements.
  • Experience preparing government HR reports such as EEO-1, VETS-4212, ACA, CA Pay Data, and EDD reporting.
Work Environment

This is a hybrid, primarily office-based role with regular interaction across departments and occasional visits to manufacturing or training areas. Standard business hours are expected, with some flexibility during audits, employee events, or special projects. Occasional local travel may be required for job fairs, training, or HR-related activities.
