Job summary

BoldAge PACE is seeking an experienced Human Resources Manager to lead people strategies, ensure compliance with California laws, and partner with leadership to drive workforce planning and engagement.

The role requires a Bachelor’s in HR or related field, 5+ years of HR experience, and strong knowledge of FEHA, CFRA and other state regulations. Healthcare experience is preferred and SHRM/PHR certifications are a plus.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum 5 years of progressive Human Resources experience.
  • Minimum 3 years independently managing employee relations matters, including investigations and corrective actions.
  • Strong working knowledge of state employment laws (FEHA, CFRA, PDL, etc.).
  • Healthcare or regulated environments preferred.
  • HR certification preferred (SHRM-CP, SHRM-SCP, PHR, PHRca, or SPHR).

Responsibilities

  • Partner with leadership to develop people strategies for engagement and retention.
  • Serve as onsite HR contact for policies and procedures; escalate complex matters.
  • Assist with recruiting activities and coordination with hiring managers.
  • Prepare onboarding packets and ensure CA-specific new hire notices and I-9 compliance.
  • Coordinate new hire orientation and first-day experience.
  • Manage employee equipment and records in compliance with state laws.
  • Maintain HR records per CA CPRA and internal standards.
  • Support leaves of absence coordination (CFRA, PDL, Paid Sick Leave).
  • Monitor labor law changes and ensure wage/hour compliance.
  • Provide on-site support for rest/meal breaks, overtime, and postings.

HUMAN RESOURCES MANAGER

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Demonstrate the highest level of integrity, professionalism, and ethical judgment while maintaining strict confidentiality of sensitive employee, business, and organizational information. Build trust through impartial decision-making, safeguard confidential information in accordance with Company policy and applicable laws, and serve as a credible, objective Human Resources partner who consistently models BoldAge's Core Values in all interactions and decisions.
  • Partner with the Executive Director and leadership team to develop and execute people strategies that support employee engagement, retention, workforce planning, and organizational effectiveness.
  • Serve as the onsite HR point of contact for employees and managers, providing guidance on HR policies and procedures while escalating complex matters to the national HR team and HR leadership.
  • Support recruiting activities in partnership with the recruiting team, including , coordinating interview schedules with hiring managers, facilitating candidate center visits, and assisting with local candidate communications.
  • Prepare and distribute new hire packets, conduct onboarding sessions, and ensure compliance with California-specific new hire notices, I-9 verification, and timely completion of all new hire documents.
  • Partner with managers and the national HR team to facilitate a smooth new hire orientation and first-day experience.
  • Coordinate employee equipment needs, including issuing laptops, ID badges, access cards, uniforms, or phones(if applicable), ensuring proper documentation, return, and tracking in partnership with IT and Facilities.
  • Maintain HR records and personnel files in compliance with the applicable state laws (i.e., CA Privacy Rights Act (CPRA) and organizational standards.
  • Support employee status changes in HRIS system, transfers, and terminations, ensuring timely processing of paperwork and final pay requirements under California law. Ensure required approval has been obtained prior to processing.
  • Assist with tracking and coordination of employee leaves of absence, including CFRA, PDL, Paid Sick Leave, and Pregnancy Disability Leave, in collaboration with the national HR team.
  • Research, monitor, and remain current on federal, state, and local employment law changes related to pay, benefits, leave, and wage and hour compliance, ensuring organizational policies and practices remain compliant.
  • Provide onsite support for compliance with state labor laws, including rest/meal breaks, overtime rules, required postings, and workplace safety requirements.
  • Coordinate local logistics for required state trainings, such as Anti-Harrassment, Code of Conduct and Workplace Violence, and maintain accurate records.
  • Ensure final pay is processed in accordance with the employee's termination type and applicable state-specific requirements to maintain compliance with all federal, state, and local wage payment laws.
  • Partner with payroll and the center leadership team to ensure accurate timekeeping and overtime compliance.
  • Assist with local employee relations matters by documenting concerns, gathering information, and escalating to the national HR team for resolution.
  • Support HR projects and initiatives rolled out by the centralized HR team, including open enrollment, performance reviews, and policy updates.
  • Perform other duties and special projects as assigned.

EXPERIENCE, EDUCATION AND CERTIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum 5years of progressive Human Resources experience.
  • Minimum 3 years independently managing employee relations matters, including workplace investigations, performance management, and corrective action.
  • Strong working knowledge of State specific employment laws laws, including wage and hour regulations, FEHA, CFRA, Pregnancy Disability Leave, Paid Sick Leave, Workers' Compensation coordination, meal and rest period compliance, I-9 requirements, and final pay requirements.
  • Experience in supporting healthcare or other highly regulated environments preferred.
  • Professional HR certification preferred (SHRM-CP, SHRM-SCP, PHR, PHRca, or SPHR).

PRE-EMPLOYMENT REQUIREMENTS:

  • Be medically cleared for communicable diseases and have all immunizations up to date before engaging in direct participant contact.
  • Pass a comprehensive criminal background check that may include, but is not limited to, federal and state Medicare/Medicaid exclusion lists, criminal history, education verification, license verification, reference check, and drug screen.
