The Easton, Redding and Region 9 School Districts seek an experienced, collaborative Human Resources Manager to lead HR operations for approximately 500 employees across three districts. Reporting to the Superintendent, you will oversee recruitment, benefits, timekeeping, payroll interfaces, and HR compliance in a high-need public-school environment.

Qualifications

  • Significant experience in Human Resources in CT School Districts.
  • Knowledge of HR practices and applicable federal and state employment laws.
  • Experience administering compensation, benefits, personnel records, and HR processes.
  • Demonstrated experience interpreting and applying policies, employment agreements, or collective bargaining agreements.
  • Strong technology skills and experience working with HR information systems.
  • Ability to handle confidential and sensitive employee matters with sound judgment and discretion.

Responsibilities

  • Manage day-to-day HR functions for the ER9 Public Schools.
  • Lead district-wide recruitment, onboarding, assignment, transfer, and separation processes for certified and non-certified employees.
  • Develop effective recruitment strategies to attract and retain highly qualified employees.
  • Maintain accurate position, assignment, FTE, employment status, certification, and other personnel information.
  • Coordinate employment processes and ensure required documentation is completed accurately and timely.
  • Provide guidance to administrators and employees regarding HR policies, procedures, CBAs, and employment practices.
  • Assist the Superintendent with labor relations, collective bargaining, grievance administration, and employee relations matters.
  • Interpret and administer collective bargaining agreements, individual employment contracts, salary schedules, Board policies, and other employment-related agreements.
  • Support the consistent application of personnel policies, contractual provisions, and employment procedures throughout the districts.
  • Maintain accurate and current employee compensation information, including salaries, hourly rates, salary schedules, step placement, stipends, assignments, position changes, and other authorized compensation.
  • Ensure compensation information reflects CBAs, contracts, and Board-approved salary schedules.
  • Oversee employee benefit administration and coordinate with providers, consultants, Finance, and Payroll.
  • Oversee HR and timekeeping systems usage, including Red Rover.
  • Establish procedures to ensure time, attendance, leave, overtime, and payroll data are recorded accurately.
  • Develop internal controls to ensure data reliability of personnel information.
  • Document and communicate hires, separations, leaves, changes in assignment, salary actions, and benefits to Finance and Payroll.
  • Collaborate with the Assistant Superintendent of Finance, Operations and Technology on compensation and payroll matters.
  • Ensure accurate data is provided to Finance, Payroll, and HR leadership for payroll processing.
  • Maintain confidential personnel records in accordance with laws and regulations.
  • Coordinate employment-related reporting with state and federal agencies.
  • Monitor changes in employment laws and recommend procedural updates.
  • Develop and maintain HR procedures, workflows, calendars, deadlines, and controls.
  • Identify opportunities to streamline HR processes and improve service to employees.
  • Maintain highest standards of confidentiality, professionalism, and integrity.

HUMAN RESOURCES MANAGER

Easton, Redding and Region 9 School Districts

The Easton, Redding and Region 9 School Districts seek an experienced, collaborative, and highly skilled Human Resources professional to serve as Human Resources Manager.

Reporting directly to the Superintendent of Schools, the Human Resources Manager provides leadership and management of the districts’ Human Resources operations and supports the recruitment, hiring, retention, and administration of approximately 500 employees across the three school districts.

The successful candidate will bring significant experience in Human Resources administration, labor and employee relations, recruitment, collective bargaining agreement administration, compensation, benefits, HR systems, and employment compliance. The position requires a highly organized professional who can develop reliable systems, maintain accurate employee information, and provide responsive support to employees and administrators.

Salary: $150,000 or commensurate with experience and qualifications
Schedule: Full-time, 12-month position
Reports To: Superintendent of Schools
Certification: Connecticut administrative certification is not required

KEY RESPONSIBILITIES

The Human Resources Manager will:

  • Manage the day-to-day Human Resources functions of the ER9 Public Schools

  • Oversee employee benefit administration and coordinate with employees, benefit providers, consultants, Finance, and Payroll.
  • Oversee the administration and effective use of the districts’ Human Resources and timekeeping systems, including Red Rover.
  • Establish effective procedures to ensure employee time, attendance, leave, overtime, and other payroll-related information is recorded accurately and timely.
  • Establish appropriate review procedures and internal controls to ensure the accuracy, completeness, and reliability of employee, compensation, benefit, and timekeeping information.
  • Ensure that new hires, separations, leaves of absence, changes in assignment, salary adjustments, stipends, benefit elections, and other personnel actions affecting compensation are accurately documented and communicated to Finance and Payroll.
  • Collaborate closely with the Assistant Superintendent of Finance, Operations and Technology on compensation, benefits, timekeeping, staffing changes, and other personnel actions with financial implications.
  • Ensure that the Assistant Superintendent of Finance, Operations and Technology and Payroll Manager receive accurate, complete, current, and reliable employee and compensation information necessary for payroll processing.
  • Work collaboratively with Finance and Payroll to research and resolve discrepancies involving employee status, compensation, timekeeping, benefits, deductions, or other Human Resources information affecting payroll.
  • Maintain accurate and confidential personnel records in accordance with applicable laws, regulations, Board policies, and record-retention requirements.
  • Coordinate employment-related reporting and compliance requirements with the Connecticut State Department of Education and other state and federal agencies.
  • Monitor changes in employment laws, regulations, and Human Resources practices and recommend changes to district procedures as appropriate.
  • Develop and maintain written Human Resources procedures, workflows, calendars, deadlines, and internal controls.
  • Identify opportunities to streamline HR processes, strengthen internal controls, improve data accuracy, reduce manual processes, and improve service to employees.
  • Maintain the highest standards of confidentiality, professionalism, judgment, responsiveness, and integrity in all Human Resources matters.

QUALIFICATIONS

Required

  • Significant experience in Human Resources in CT School Districts
  • Demonstrated knowledge of Human Resources practices and applicable federal and state employment laws.
  • Experience administering employee compensation, benefits, personnel records, and HR processes.
  • Demonstrated experience interpreting and applying policies, employment agreements, or collective bargaining agreements.
  • Strong technology skills and experience working with Human Resources information systems.
  • Ability to handle confidential and sensitive employee matters with sound judgment and discretion.

Preferred

  • Bachelor’s degree in Human Resources, business administration, public administration, education, management, or a related field.
  • Human Resources leadership experience in a public school district, municipality, or other public-sector organization.
  • Experience interpreting and administering multiple collective bargaining agreements and salary schedules.
  • Experience with Connecticut public school employment requirements and educator certification.
  • Experience administering employee benefits and compensation programs.
  • Experience with electronic timekeeping and attendance systems.
  • Experience with Red Rover or a comparable Human Resources information system.

THE SUCCESSFUL CANDIDATE

The successful candidate will be an experienced, highly organized, and service-oriented Human Resources professional who can effectively manage both the technical and interpersonal aspects of Human Resources administration.

The candidate will demonstrate the ability to build productive relationships with employees, administrators, union leadership, Finance and Payroll personnel, the Superintendent, and the Boards of Education while maintaining appropriate confidentiality and professional judgment.

The successful candidate will also bring a strong commitment to accuracy, accountability, responsiveness, and effective systems. Of particular importance will be the ability to work collaboratively with the Assistant Superintendent of Finance, Operations and Technology and Payroll Manager to maintain a clear and reliable connection between Human Resources, compensation, benefits, timekeeping, and payroll.

COMPENSATION

This is a full-time, 12-month position.

Salary: Approximately $150,000, commensurate with experience and qualifications.
