County of Riverside seeks experienced HR Investigators I/II/III to conduct confidential investigations into policy violations, workplace misconduct, discrimination, harassment and retaliation. You will gather evidence, prepare reports, and advise HR leadership for compliant, fair actions.

The Human Resources (HR) Department is seeking multiple experienced Human Resources Investigator I/II/III (Human Resources Analyst I/II/III) professionals to conduct complex, confidential investigations into alleged violations of County policies, workplace misconduct, discrimination, harassment, retaliation, and other employee relations concerns. These positions are responsible for providing objective fact-finding, analyzing evidence, preparing investigative reports, and advising HR leadership on findings that support fair, consistent, and legally compliant employment practices.
HR Investigators will serve as subject matter experts in all areas of Employee Relations. Incumbents will manage a diverse and sensitive caseload, conduct a wide range of administrative investigations, and provide direct guidance to departments on corrective action and discipline. Investigations may involve allegations of harassment and discrimination, workplace violence, retaliation, fitness-for‑duty concerns, and Title VII/Equal Employment Opportunity complaints. These roles require strong analytical skills, sound judgment, and the ability to deliver clear, well‑supported investigative reports that help ensure fair and consistent employment practices across the County.
Competitive candidates will have prior experience in employee investigations in a unionized environment and knowledge of EEO, FEHA, FLSA, and public‑sector labor environments. Strong writing skills are required for this position.
The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.
Human Resources Investigator I: $63,531.77 - $90,014.88 Annually
Human Resources Investigator II: $78,696.80 - $111,627.46 Annually
Human Resources Investigator III: $92,618.26 - $131,463.66 Annually

Education: Graduation from an accredited college or university with a bachelor's degree or equivalent education (minimum completed units equals 120 semester/180 quarter). Additional qualifying technical, paraprofessional or professional human resources experience may substitute for the education based on a year‑for‑year basis (one year of full‑time experience equaling 30 semester/45 quarter college level‑units).
Experience: Two years of professional HR experience. At least one year must have been within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes.

Additional qualifying technical, paraprofessional or professional human resources experience may substitute for the education based on a year‑for‑year basis (one year of full‑time experience equaling 30 semester/45 quarter college level‑units).
Experience: Three years of professional human resources experience (at the County of Riverside Human Resources Analyst I level or above). At least one year must have been within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes. (Completion of graduate level courses from an accredited college or university may substitute for up to one year of the non specialized required experience on the basis of 24 semester or 36 quarter units equaling one year of experience.)
Candidates may be required to successfully pass the new HR Analytical Skills assessment as part of the application process for this position. The test must be taken through the NeoGov recruiting system. Candidates who meet the position requirements will be emailed a link to take the online test.
