Job summary

City of Clemson is seeking a qualified HR Operations Specialist to support daily HR functions and workplace safety initiatives. You will handle recruitment, onboarding, records management, and confidential communication with applicants and staff.

This role emphasizes accurate HR records, proactive safety practices, and collaborative interaction with city departments to deliver responsive service and compliant processes.

Qualifications

  • High School Diploma or GED required.
  • Associate's degree in human resources, business administration or related field; plus 3-5 years of HR experience or an equivalent combination of education, training, and experience.

Responsibilities

  • Provides clerical and accounting assistance and support to the Human Resources Director in the coordination of tasks as directed.
  • Ensures all HR records and files are properly set up and maintained in accordance with regulatory and records retention requirements.
  • Receives and assists the public with employment applications. Provides technical support to job applicants in person and/or on the phone.
  • Assists in planning, coordinating, and facilitating regular Safety Committee Meetings to promote a proactive safety culture.
  • Researches and selects safety training topics based on the frequency and percentage of workplace injuries to mitigate future risk.
  • Maintains close working relationships with all departments to align on and deploy safety activities and initiatives.
  • Assists in developing and delivering training sessions on a variety of compliance, safety, and supervisory topics.
  • Coordinates logistics for training events, including scheduling presenters, reserving spaces, preparing participant packets, and arranging food and beverage.

Job description

Under limited supervision, supports daily HR operations and workplace safety initiatives. This role includes administrative, accounting, and recruitment functions-including onboarding and record keeping-with proactive safety management. You will analyze safety trends to develop training, facilitate Safety Committee meetings, and serve as a trusted resource for both city employees and job applicants. This position requires excellent communication skills, strict confidentiality, and a passion for fostering a safe, collaborative organizational culture.

Examples of Duties / Knowledge & Skills

  • Listens and communicates effectively with a diverse workforce, maintaining a high level of professionalism and confidentiality at all times.
  • Assist the HR Director in coordinating New Employee Orientation, ensuring a seamless onboarding experience that reflects the City's culture and values.
  • Continually updates orientation materials to reflect changes in policies and benefits.
  • Assists in developing and delivering training sessions on a variety of compliance, safety, and supervisory topics.
  • Coordinates logistics for training events, including scheduling presenters, reserving spaces, preparing participant packets, and arranging food and beverage.
  • Tracks employee training completion rates and maintains accurate compliance records within the Learning Management System.
Minimum qualifications & Requirements
Education and Experience Requirements

High School Diploma or GED equivalent required. Associate's degree in human resources, business administration or related field; plus 3-5 years of experience in an HR related field; or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Licenses or Certifications

Valid SC Driver's License
