Job summary

Fort Bend County Human Resources seeks a Director of Human Resources to lead strategic HR initiatives, align talent management with organizational goals, and ensure regulatory compliance.

The role emphasizes collaboration with department heads, development of metrics, and oversight of compensation, benefits, performance, and HRIS programs, while guiding a capable HR team through complex labor laws.

Qualifications

  • Bachelor’s degree in human resources, business administration or related field; Master’s preferred
  • 10 years of HR management experience with leadership in employee relations, training and development, compensation, HRIS, and recruiting
  • Strong verbal and written communication and outstanding interpersonal and conflict resolution skills
  • Excellent organizational ability, attention to detail, strong analytical and problem-solving skills, and leadership experience
  • Thorough knowledge of employment laws and ability to interact with the public, employees, and elected officials
  • Knowledge of HRIS and proficiency with Microsoft Office

Responsibilities

  • Provides guidance and leadership to the HR Team
  • Assists with resolution of HR questions, concerns or issues
  • Ensures compliance with federal, state and local labor laws and regulations
  • Drafts and implements the HR department budget
  • Participates in professional development and networking conferences
  • Participates in emergency management duties during local state of disaster

Director of Human Resources - Human Resources – Fort Bend County – Job ID JR1516

  • Collaborates with Department Heads and Elected Officials to define the organization’s long-term mission and goals;
  • Identifies ways to support this mission through talent management.
  • Identifies key Human Resource metrics and performance indicators for the organization’s human resource and talent management functions.
  • Assesses the organization’s success and market competitiveness based on these metrics.
  • Develops appropriate metrics to identify critical and specific gaps and the strategies and tactics to address the organization’s needs in related areas.
  • Researches, develops, and implements competitive compensation, benefits, performance appraisal, and employee incentive programs.
  • Provides guidance and leadership to the Human Resources Team.
  • Assists with resolution of Human Resource, compensation, and employee relations questions, concerns or issues.
  • Ensures compliance with all federal, state, and local labor and employment laws; and other laws, regulations and requirements.
  • Maintains knowledge of laws, regulations, and best practices in employee law, Human Resource, and talent management.
  • Drafts and implements the organization’s budget for the Human Resources department.
  • Participates in professional development and networking conferences and events.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

MINIMUM JOB REQUIREMENTS:

  • A bachelor’s degree in human resources, Business Administration or related field. Master’s Degree preferred. o PHR, or SPHR, SHRM-CP or SHRM-SCP professional certification.
  • 10 years of Human Resources Management experience, with a measurable record of leadership and accomplishments in the areas of employee relations, training and development, compensation and HRIS, and recruiting and staffing.
  • Strong verbal, and written communication skills and outstanding interpersonal skills and conflict resolutions skills.
  • Excellent organizational ability and attention to detail, strong analytical and problem-solving skills, and strong supervisory and leadership experience.
  • Must have a thorough knowledge of employment-related laws and regulations, and the ability to interact effectively with the public, other employees, and elected officials.
  • Knowledge of and experience with varied human resource information systems, and proficiency with Microsoft Office Suite or related software.

STARTING SALARY RANGE: Commensurate with Experience
