Job Summary
Assists the Susquehanna Regional Transportation Authority in meeting its mission of mobility, performing routine tasks to administer HR functions including recruitment, onboarding, benefits, employee relations, and compliance.
Key Reporting Relationships
Reports to the Human Resources Manager.
Essential Duties and Responsibilities
- Provides customer service and answers questions from employees and the public about HR inquiries.
- Administers HR functions including leave, unemployment, employee relations, invoice processing, HRIS records management.
- Facilitates employment offers, onboarding, and new employee orientation.
- Supports benefit administration, including eligibility events, terminations, open enrollment, and carrier communication.
- Manages the workplace drug and alcohol program and maintains DOT FTA compliance.
- Handles leave administration: FMLA, ADA, STD, LTD, recertification, tracking.
- Supports change initiatives, training, development, and the performance evaluation process.
- Recruits and interviews for exempt and nonexempt positions, coordinates pre‑employment paperwork.
- Partners with staff on HR policies, practices, and procedures.
- Investigates complex or serious employment matters and provides counsel and assistance.
- Maintains personnel files, I‑9 forms, EEO forms, separating medical and driver records.
- Collaborates with payroll on progression, garnishes, PTO, terminations.
- Ensures compliance with Title VI, VII, ADA, ADEA, FMLA, FLSA, and other laws.
- Maintains effective communication lines with employees, applicants, public, and management.
- Handles labor relations, union discussions, investigations, discipline, and termination procedures.
- Represents the Authority at job fairs, conferences, and community events.
- Provides training to assigned employees.
- Preserves HR records, generates reports, designs forms, documents procedures.
- Communicates necessary information and participates in problem solving.
- Makes confidential decisions, upholds ethics, trust, respect, and community reputation.
- Reviews incidents and exceptions with supervisors.
- Maintains professional knowledge through education, workshops, publications, and societies.
- Performs additional team duties as assigned.

Essential Knowledge, Skills, Abilities and Experience
- High school diploma required; college degree preferred.
- Certification preferred: SHRM‑CP, SHRM‑SCP, PHR, or SPHR.
- Minimum two years of HR experience preferred.
- Understanding of transit system operation and service area.
- Knowledge of HR legal requirements for compliance and initiatives.
- Understanding of driver competencies and transfer of knowledge to evaluate candidates.
- Curiosity, active listening, and questioning skills.
- Proficient in Microsoft Office, HRIS, and applicant tracking systems.
