The Human Resources Business Partner provides a wide range of human resources consultative and technical assistance to all City departments and employees. As a Human Resources Business Partner, you will have the opportunity to work and network with many different HR employees and experienced department personnel that have a variety of background experiences. Those experiences can prove to be unique and valuable toward career development and knowledge.

What you will do:

  • Coach, advise and support leaders and employees on a wide range of HR issues including employee relations, performance management and optimization, compensation, talent planning, ADA accommodations and protected leaves, organizational structure and design, policy development and implementation and application of employment law.
  • Thoughtfully address employee concerns, partnering closely with Legal, the union and managers where needed.
  • Partner with department leaders to understand business objectives and provide strategic HR support.
  • Own and manage the accommodation process for employees and managers, coordinating leaves with leave analyst.
  • You will be a strategic partner and operations consultant to managers while facilitating resolutions and responding to emergencies when necessary.
  • Serve as the primary point of contact supporting leaders and managers with organizational design, succession planning, talent development, employee engagement, and change management.
  • Assist with the execution of employee and manager training and professional development programs.
  • Advise and coach managers on employee relations issues, performance management, and workforce planning.
  • Conduct and lead escalated investigations by gathering and analyzing facts and come to effective resolutions of workplace concerns.
  • Design and implement HR programs, trainings, and policies that foster an engaging and high-performance culture.

What you will bring:

  • Ability to foster partnerships with City departments to ensure collaborative working relationships in order to mitigate and quickly resolve issues, conduct research, identify growth opportunities, and on formulate recommendations for all levels of the organization.
  • Experience developing, implementing, and monitoring changes and revisions to policies and procedures.
  • Experience coordinating conducting and preparing results of administrative or management studies and reports that generate significant impact upon the organization.
  • Demonstrated experience reviewing policies, processes and activities for adherence and compliance to organizational policy as well as federal and state laws and guidelines.
  • Ability to evaluate assigned staff; bridge communications between management/ employees and our union partners. Recommend and administer disciplinary actions.

  • Position schedule is Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m.
  • Our team follows a hybrid work structure where employees will work onsite, with the ability to work remote 1-2 days per week, based on demands of specific tasks and manager approval. This is subject to change based on business needs and this position is not eligible for full-time remote work.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Oregon Driver’s license, or the ability to obtain an Oregon license within 30 days of residency and meet the City of Salem’s driving standards preferred.

  • Jr HR Business Partner:Bachelor's degree from an accredited college or university in public administration, business administration, or a related field, and five years of experience in human resources, or a related field, or any combination of experience and training that demonstrate possession of the knowledge, skill and abilities as listed, and ability to perform the examples of work.

  • Sr HR Business Partner: Bachelor's degree from a four year college or university with major course work in human resources, business or public administration, organizational behavior or development or a directly related field; and five years of increasingly responsible, specialized, complex, human resources professional level experience; or any combination of experience and training that demonstrate possession of the knowledge, skill and abilities as listed, and ability to perform the essential job functions.

Preferences

  • SHRM-CP/SHRM-SCP or IPMA-CP designations
  • Experience in public sector human resources
