Job summary

OMES is seeking an experienced Human Resources Business Partner II in Oklahoma City. This role collaborates with agency leadership to align HR strategies with organizational goals, supports workforce planning, and drives talent management to ensure equity and market competitiveness.

The position requires a Bachelor’s degree in HRM or related field and 3–4 years of professional HR experience, with SHRM/PHR preferred.

  • Bachelor’s degree in Human Resources Management, Business Administration, or related field.
  • 3–4 years of professional HR experience or equivalent combination of education and experience.
  • SHRM or PHR certification preferred.

Responsibilities

  • Develop strategic business partner relationships by working with agency leadership to understand and support organizational needs.
  • Partner with leadership to build an employee engagement strategy that strengthens agency culture and employee experience.
  • Provide consultation and guidance regarding HR transactions, policies, procedures, rules, and HR best practices.
  • Serve as HR liaison for assigned divisions, supporting workforce planning, employee relations, and talent acquisition.
  • Oversee full-cycle recruitment: job posting, screening, interviews, onboarding.
  • Maintain HR data systems, reports, and spreadsheets for decisions.
  • Advise leaders on compensation decisions and talent management for equity and market competitiveness.
  • Provide day-to-day performance management guidance to leaders (coaching, counseling, development, disciplinary actions).
  • Perform other duties as assigned.

  • Salary up to: $75,900 based on education and experience.
Responsibilities
  • Developing strategic business partner relationships by working with agency leadership in understanding and supporting their organizational needs.
  • Partner with leadership to build an employee engagement strategy that strengthens agency culture and employee experience.
  • Provides consultation and guidance regarding human resources transactions, policies, procedures, administrative rules, State and Federal laws, and Human Resources best practices.
  • Serves as the designated HR liaison for assigned divisions, supporting core HR functions including workforce planning, employee relations, and talent acquisition.
  • Oversees full-cycle recruitment efforts including job posting, screening candidates, scheduling interviews, and onboarding activities.
  • Maintains HR data systems, reports, and spreadsheets to inform agency-wide and division-specific decisions.
  • Advise leaders on compensation decisions and talent management to ensure internal equity and market competitiveness.
  • Provides day-to-day performance management guidance to leaders (e.g., coaching, counseling, career development, disciplinary actions).
  • Performs other related duties as assigned.
  • Responsibilities may vary based on division assignments and evolving agency priorities, and may include special projects, or other duties to support organizational goals.
Physical Demands and Work Environment

This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. This position requires sitting for prolonged periods of time, and the ability to lift up to 20 pounds. Occasional travel may be required to other sites or locations.

Minimum Qualifications

Bachelor’s degree in Human Resources Management, Business Administration, or related field; and 3 – 4 years of professional HR experience; or Equivalent combination of education and experience Preference will be given to candidates who possess SHRM or PHR certification.
