Job summary

Human Resources Business Partner, Development & Learning

Job Description

The Human Resources Business Partner, Development & Learning serves as a trusted advisor to university leadership on talent development, workforce planning, employee learning, and organizational change initiatives. This position collaborates with leaders across academic and administrative units to assess workforce capabilities, identify skill gaps, and design strategic learning solutions that support institutional priorities. The role is responsible for developing and delivering engaging training programs, fostering a culture of continuous learning, and enhancing employee effectiveness through innovative professional development opportunities. This position will also serve as point of contact for assigned departments processing appropriate paperwork for staff and faculty and responding to employee relations matters within that assigned area.

Primary Duties and Responsibilities

Strategic Learning and Organizational Development

  • Partner with university and departmental leadership to understand organizational objectives, workforce challenges, and talent development needs.
  • Design, develop, and implement learning and development strategies aligned with institutional and unit goals.
  • Analyze performance metrics, workforce data, and organizational trends to identify capability gaps and recommend targeted development initiatives.
  • Support workforce planning and organizational change efforts through employee development and change management strategies.
  • Serve as a consultant to managers and leaders on employee development, succession planning, and organizational effectiveness.

Training Design and Delivery

  • Plan, design, coordinate, and facilitate training programs, workshops, and professional development opportunities for employees in both in-person and virtual environments.
  • Develop engaging instructional materials, including presentations, facilitator guides, eLearning modules, videos, job aids, and interactive learning resources.
  • Utilize adult learning principles and instructional design methodologies to create effective and learner-centered training experiences.
  • Evaluate training effectiveness through assessments, participant feedback, and performance outcomes, making continuous improvements as needed.
  • Manage training schedules, logistics, communications, and program documentation.

Learning Culture and Employee Development

  • Promote a culture of continuous learning and professional growth across the institution.
  • Identify and recommend learning resources, development pathways, and career advancement opportunities for employees.
  • Collaborate with campus stakeholders to support employee engagement, leadership development, onboarding, and talent management initiatives.
  • Maintain and administer learning management systems (LMS) and other learning technologies to ensure accessibility and effectiveness of training programs.
  • Stay current with emerging trends, best practices, and technologies in organizational development, learning, and workforce development.

Knowledge, Skills, and Abilities

  • Strong understanding of organizational development, workforce planning, talent development, and employee learning strategies.
  • Knowledge of adult learning theories, instructional design methodologies, and training evaluation techniques.
  • Excellent verbal and written communication, facilitation, and presentation skills.
  • Strong project management, organizational, and customer service skills.
  • Ability to build collaborative relationships and influence stakeholders across all levels of the institution.
  • Experience developing and delivering both instructor-led and online learning programs.
  • Proficiency with Learning Management Systems (LMS) and digital learning platforms.
  • Experience using eLearning development tools and technologies.
  • Strong analytical and problem-solving skills with the ability to interpret data and make recommendations.
  • Detail-oriented, innovative, and passionate about supporting employee growth and development.
  • Ability to manage multiple projects and priorities in a dynamic higher education environment.

Minimum Qualifications

  • Bachelor's degree in Human Resources, Organizational Development, Training and Development, Education, Business Administration, or a related field.
  • Minimum of three (3) years of professional experience in training and development, organizational development, learning and development, human resources, or a related field.
  • Experience designing and delivering employee training programs.
  • Demonstrated experience utilizing learning technologies and learning management systems.

Preferred Qualifications

  • Certification in Training and Development, Learning and Development, or Organizational Development (e.g., ATD Certified Professional in Talent Development (CPTD), Associate Professional in Talent Development (APTD), SHRM, or similar credential).
  • Experience working in higher education, public sector, or other complex organizational environments.
  • Experience supporting organizational change initiatives and workforce planning efforts.
  • Experience developing eLearning content using industry-standard authoring tools.
  • Master's degree in Human Resources, Organizational Development, Education, Business Administration, or a related field.

Physical Requirements:

  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
