JOB PURPOSE
Emovis is launching a new customer service center program in Atlanta, Georgia, for a public sector tolling client. The HR Business Partner is the onsite HR leader for this program and the trusted partner of the Operations Manager.
The role leads the HR side of the transition of the current workforce to Emovis, builds a high-performing team through high-volume recruiting, and supports supervisors with performance management, employee relations and engagement. The HR Business Partner balances speed with compliance: an empty seat is lost revenue, and every hire and every decision must be well documented and legally sound.

- Coordinate employee communications with the client's Human Resources team and change management partner.
- Contribute to contractual HR deliverables (Employee Transition Plan, Personnel Management Strategy, staffing and HR reports) with accuracy and attention to detail.
Talent Acquisition & Onboarding
- Manage high-volume recruiting for customer service, back-office and supervisory roles in Atlanta, and support remote hiring in Orlando, using Rippling ATS.
- Proactively flag hiring pipeline risks and bottlenecks to operations leadership.
- Own pre-employment screening: background checks, fingerprint-based checks, I-9 and E-Verify, and badge access coordination with the client.
- Deliver new-hire orientation and ensure all onboarding records are complete.
Partnership with Operations
- Act as a trusted partner to the Operations Manager: share accountability, present a unified front and communicate early warning signs, with no surprises.
- Coach supervisors on performance management, documentation, corrective action and Performance Improvement Plans, and ensure consistent follow-through.
- Develop and enforce clear attendance, absenteeism and shrinkage frameworks.
Employee Relations
- Conduct prompt, fair and well-documented investigations in compliance with applicable law and company policy.
- Advise leaders on employee relations matters and elevate high-risk cases early to the CHRO and Legal.
- Manage HR matters for client-directed ad-hoc staff in line with the program's guidelines.
Engagement & Retention
- Run regular pulse checks and support engagement and recognition plans.
- Track and report attrition, early-tenure turnover and absenteeism, and recommend actions to improve retention.
Compliance & HR Operations
- Ensure compliance with federal and Georgia employment laws and with the HR requirements of client contracts, including record retention.
- Maintain accurate employee data in Rippling HRIS and support payroll, benefits and leave administration.
