WeGo Public Transit in Nashville, TN seeks a Human Resources and Labor Relations Manager to develop, implement and coordinate HR policies, recruit personnel, manage salary administration and benefits, and supervise HR staff.

The role reports to the Director of Human Resources and Labor Relations and requires a bachelor’s degree in HR or related field (master’s preferred), plus strong knowledge of employment laws and unions.

Qualifications

  • Several years of related HR leadership experience, preferably in a unionized environment or transit setting.
  • Applicable knowledge of employment laws and policies.
  • Strong interpersonal, communication, and judgment skills.
  • Proficiency with Microsoft products and HRIS systems.

Responsibilities

  • Coordinate administrative activities related to the Davidson Transit Organization personnel.
  • Provide guidance on personnel issues and oversee policy implementation.
  • Lead HR staff in development and delivery of HR programs.
  • Maintain personnel records and ensure accuracy.
  • Develop and adopt rules and regulations for the organization.
  • Coordinate unemployment compensation processes as needed.
  • Oversee recruitment and salary studies for administrative positions.
  • Manage performance evaluation processes for administrative staff.

Reports to: Director of Human Resources and Labor Relations

FLSA Status:Exempt

Job Purpose:Responsible for developing, implementing, and coordinating company policies and programs covering the following: labor law legal responsibilities, employee recruitment, salary administration, employee benefits and workers’ compensation risk management in accordance with direction and approval from the DTO Board. Supervises the Human Resources staff.

  • Responsible for coordinating administrative activities related to the Davidson Transit Organization personnel
  • Provides recommendations related to personnel related issues and oversees implementation of policies and procedures
  • Provides leadership and supervision to the Human Resources staff in the development and delivery of human resources programs
  • Serves as custodian of the personnel records, and oversees updates as needed
  • Participates in the development and adoption of rules and regulations for the corporation
  • Unemployment Compensation benefit coordination as needed
  • Responsible for developing and implementing HR strategies and best practices
  • Keeps abreast of national/international transit policies and practices and determines applicability to DTO
  • Keeps abreast of current and changing regulations and laws and determines applicability to DTO
  • Works with legal counsel related to labor issues
  • Develops DTO practices and procedures in compliance with local, state, and federal laws
  • Labor relations
  • Assists with matters involving the collective bargaining unit
  • Keeps abreast of issues and direction of national transit unions
  • Participates in grievance process when necessary
  • Provides research/data for arbitration
  • Makes court appearances as required
  • Advises supervisors regarding disciplinary or termination actions
  • Responsible for all EEO administration/coordination
  • Oversight of time and attendance programs
  • Oversee recruitment and retention activities
  • Research and develop specific transit related job requirements
  • Works directly with department managers and interviews applicants as needed
  • Coordinates salary study process for administrative positions and makes salary recommendations as needed
  • Coordinates employee performance evaluation process for Administrative Staff
  • Monitors timeliness of evaluations
  • Maintains master template of the annual planning and evaluation process
  • Administers Employee Benefit Programs- ensure data integrity and service quality to employees

Minimum Qualifications:

Years of Experience: Several years of related experience leading HR functions in a unionized environment – transit experience desirable.

Education: Possession of a bachelor’s degree (Master’s preferred) in Human Resources Administration or related field.

Applicable knowledge of employment laws and policies required.

Additional Requirements: High degree of interpersonal skills required. Proficiency in Microsoft products and HRIS systems highly desired. Must have the ability to get along with diverse personalities, be tactful, flexible and possess sound judgment.
