Job summary

Utah Transit Authority (UTA) seeks a Human Resources and Labor Relations Administrator to apply HR and labor relations expertise in a dynamic public transit setting. The role supports the HR Business Partner and Labor Relations teams, manages sensitive issues, and helps ensure fair, consistent workplace practices.

The position requires 3 years of HR/labor relations experience and a Bachelor's degree in a related field, with strong skills in HRIS, Microsoft Office, and effective communication

  • Three years progressively responsible experience in human resources, public administration and/or labor relations.
  • General knowledge of labor agreements and labor laws, federal and state employment laws and regulations and CBA.

Responsibilities

  • Provide administrative, operational, and technical support to HR Business Partner and Labor Relations functions; serve as a resource for employees, managers, supervisors, and union representatives by providing customer service, responding to inquiries, coordinating labor relations activities, maintaining records, supporting investigations, and assisting with CBAs, HR programs, and HR processes.
  • Assist with grievance administration, labor relations tracking and reporting, employee relations matters, onboarding coordination, leave and accommodation processes, employee records management, and HRIS task management; research and compile information, prepare summaries and reports, coordinate meetings and communications, maintain confidential records, and support implementation of HR and labor relations initiatives.
  • Work in a fast-paced environment requiring customer service, attention to detail, sound judgment, organizational skills, and ability to manage multiple priorities while maintaining confidentiality and professionalism.

Human Resources and Labor Relations Administrator

As a Human Resources and Labor Relations Administrator, you will have the opportunity to apply your HR and labor relations expertise in a dynamic public transit organization. This role is ideal for an experienced HR professional who can listen, solve problems, navigate complexity, and build trust while handling sensitive and challenging situations. You will play an important role in helping UTA maintain effective, fair, and consistent workplace practices.

Key Responsibilities
  • Provide administrative, operational, and technical support to HR Business Partner and Labor Relations functions. Serve as a resource for employees, managers, supervisors, and union representatives by providing customer service, responding to inquiries, coordinating labor relations activities, maintaining records, supporting investigations, and assisting with the administration of the collective bargaining agreements (CBAs), human resources programs, and human resource processes.
  • Under the direction of the Manager of Human Resources, assist with grievance administration, labor relations tracking and reporting, employee relations matters, onboarding coordination, leave and accommodation processes, employee records management, and HRIS task management. Research and compile information, prepare written summaries and reports, coordinate meetings and communications, maintain confidential records, and support implementation of human resources and labor relations initiatives.
  • Work in a fast-paced environment requiring strong customer service skills, attention to detail, sound judgment, organizational skills, and the ability to manage multiple priorities while maintaining confidentiality and professionalism.

Location: Frontlines Headquarters in Downtown Salt Lake City, Utah (in-office).

Minimum Qualifications
  • Three years progressively responsible experience in human resources, public administration and/or labor relations. Must have a general knowledge of labor agreements and labor laws, federal and state employment laws and regulations and CBA.
  • Bachelor's degree in Labor Relations, Public Administration, Business Administration, Human Resources Management/Administration or related field required.

An equivalent combination of relevant education and experience.

  • Must have the ability to communicate throughout the organization an understanding of CBA provisions.
  • Critical thinking is a must for this position. Candidate will be required to analyze situations gather facts and look for root cause analysis prior to identifying solutions and providing written summaries following the CBA & policies.
  • Must be comfortable working in the "Grey"; managing conflict and delivering difficult messages.
  • Must have the ability to manage time and workload efficiently, which includes planning, prioritizing, organizing, and following-through on tasks, assignments, projects, and reports.
  • Must have knowledge of and experience with PC-based software operating in a Windows environment (with minimum proficiency in Microsoft Excel, Word, and PowerPoint at the intermediate level).

Pay Rate: $27.84 or more, depending on experience
