The Veterans Canteen Service in St. Louis, MO is seeking a Human Resource Specialist to serve onsite as the primary Reasonable Accommodation Coordinator and SME for disability rights and compliant processes.

You will work with HR, EEO, and OGC to inform employees and applicants of their rights, identify essential duties, document accommodations, and conduct interactive discussions to implement reasonable accommodations.

Job description

Join the VCS St. Louis, MO campus as a Human Resource Specialist and serve as the primary resource for reasonable accommodation within the HR Division. In this onsite role, you will help ensure employees, managers, supervisors, and job applicants understand their rights and can fully participate in employment processes. The position is offered with a comprehensive federal employee benefits package (eligibility depends on position type and whether full‑time, part‑time, or intermittent).

Responsibilities
  • Act as the Reasonable Accommodation Coordinator (RAC) and Subject Matter Expert (SME), advising managers, supervisors, employees, and applicants on laws, regulations, and procedures supporting individuals with physical or mental impairments.
  • Coordinate with Human Resources, Equal Employment Opportunity (EEO) offices, and the Office of General Counsel (OGC) so employees are informed of their rights.
  • Support managers and supervisors in identifying essential duties of positions, recognizing potential barriers, and recommending modifications to enable performance of job responsibilities.
  • Track and document accommodation requests, including outcomes, and assist with required forms, checklists, and reporting.
  • Conduct interactive discussions with employees or job applicants and their representatives regarding the nature of the disability and potential accommodations.
  • Initiate and guide the interactive process between employees/applicants and supervisors to identify and implement effective, reasonable accommodations that enable performance of essential functions.
  • Perform and adapt to additional responsibilities as needed.
Requirements
  • Complete a 1-year trial period as a condition of employment, during which the agency evaluates fitness and whether continued employment advances the public interest; termination may occur at the end of the trial unless written certification is received.
  • Selective Service Registration required for males born after 12/31/1959.
  • Subject to background/security investigation.
  • Meet education or experience requirements: Bachelor’s degree OR minimum 3 years of general Human Resources experience demonstrating strong analytical, organizational, and communication skills OR equivalent leadership experience in a food or retail environment.
  • Working knowledge of Human Resources principles, practices, and procedures, including ability to interpret and apply HR policies, guidelines, and regulations.
  • Experience applying Federal Human Resources regulations, including 38 U.S.C. 7802, Title 5, and Title 38.
  • Ability to work with HR professionals across Veterans Canteen Service (VCS) and Veterans Health Administration (VHA), communicating and supporting VCS hiring policies and procedures.
  • Excellent verbal and written communication skills, with the ability to present information clearly and professionally in a large forum.
  • Experience in one or more core Human Resources functions, including Personnel Actions, Recruitment and Placement, Classification, Compensation and Benefits, Employee and Labor Relations, Training, and Reasonable Accommodation.
  • Ability to guide managers and senior leaders with HR policies, procedures, and best practices.
  • Strong organizational skills to manage multiple priorities, meet deadlines, and adapt in a fast-paced environment.
  • Minimum intermediate proficiency in the Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), including creating/editing documents, analyzing data, developing presentations, and managing calendars and email communications.
  • High School Diploma or GED required.
