Job summary

Douglas County (WI) is seeking an Assistant for the Human Resources function. Under the Human Resources Director, the role handles confidential HR duties and supports the County Administrator.

The position is exempt, full-time (40 hours/week) with a 2026 salary range of $26.05-$26.73 per hour. County benefits include health/dental premiums, HSA, and retirement plans, with PSLF employer support.

Job description

Under general supervision of the Human Resources Director, serves as the assistant for the Human Resources function in the County. Provides administrative and clerical duties of a confidential nature dealing with all aspects of human resource issues in support of the Human Resource Director and County Administrator.

FLSA status: Exempt, Full-time based on 40 hours per week. 2026 Salary grade: $26.05-$26.73

Administers recruitment, testing and selection process for filling vacant positions and temporary assignments. Oversees the job-posting program including the hiring of regular and civil service staff by determining job duties, appropriate pay within the County Board guidelines, recruitment sources, and testing requirements. Manages and processes the Worker's Compensation claims for the County.

Prepares various statistical, financial and narrative reports related to human resource issues for the County Administrator, Administration Committee and County Board as requested.

Participates in the interview process with the supervisor/manager. Schedules and coordinates interviews with appropriate personnel. Completes background reference checks, types job offers and regret letters. Schedules required pre-employment physicals and evaluations.

Maintains staffing records, job files and compiles staffing report for year-end analysis. Maintains various filing systems, which include benefit reports, personnel files, job files and other related filing systems kept by the department.

Coordinates the random drug testing policy, keeps accurate data and forms, schedules appointments for testing, communicates with department managers and employees to ensure confidentiality and compliance with the plan.

Assists employees, supervisors, and managers by answering questions regarding human resource policies and procedures,

Works with the Leave of Absence policy and FML policy ensuring that the forms and documentationare filled out accurately, received on a timely basis, and information is communicated to appropriate parties.

Performs administrative clerical duties; such as keyboarding, taking and transcribing meeting minutes, sending and posting meeting notices, preparing special documents, ensuring appropriate human resource forms are filled out accurately and on a timely basis. Develops flyers, organizational charts and other miscellaneous tasks, using a variety of computer software programs.

Sets up meetings, completes employment verifications, works on special county programs and projects related to human resources and administration.

Performs other duties of a similar nature or level.

Any combination and experience which would provide the required knowledge and abilities to perform essential job duties is qualifying. A typical way to obtain required knowledge and abilities would be:

Graduation from an accredited college or university with a Bachelor's Degree or equivalent in business, human resources, management, public or personnel administration, psychology, sociology or closely related field with a concentration in human resources and paid verifiable professional human resources experience.

Additional years of experience in human resource responsibilities may be substituted for the degree.

Knowledge required

Local, state and federal laws and regulations pertaining to all employment practices. Human Resource practices and procedures, such as recruitment and training. Filing and maintenance systems. Comprehensive knowledge of business English, grammatical construction, spelling and punctuation. Worker's Compensation Statutes, Flexible Benefits Plans, Insurance, Unemployment Compensation, Random Drug testing, and Commercial Driver's License regulations.

Skills required

Excellent oral and written communication. Research and report preparation using various sources, including internet research. Computer applications and various software programs, such as Windows, Microsoft Word, Excel, PowerPoint programs. JD Edwards/AS400 not required but desirable. Ability to type accurately. Team Building.

Physical Activities/Requirements

Talking, hearing, seeing, repetitive motion. Sedentary Work: Exerting up to ten pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

Testing Requirements

Testing may be administered to assess skills and abilities necessary to perform the essential duties of this position. Structured interview, references and/or background investigation.
