Join the Washington State Criminal Justice Training Commission as an experienced HR professional in a hybrid role based in Burien, WA. This Human Resource Consultant 4 position provides room to lead expert HR consultation, improve internal processes, and help deliver efficient, consistent, customer-focused HR services. You will report to the HR Operations Manager and oversee work spanning recruitment, onboarding, classification, compensation, and performance management.

Hybrid work model
This is a hybrid position. The incumbent will work in the office at least 3 days per week, with an opportunity after training to work 1 to 2 days from home.
Responsibilities
- Provide expert-level consultation, coordination, and oversight across recruitment and selection, onboarding, classification, compensation, and performance management
- Oversee the day-to-day delivery of assigned HR services
- Provide guidance on complex HR matters
- Develop and improve processes that support efficient, consistent, and customer-focused service
- Supervise and develop HR staff by providing coaching, work direction, and guidance while building a collaborative, trusted, service-oriented team environment
- Collaborate with managers to provide guidance on best process and practices for filling vacancies, supporting an effective recruitment plan
- Ensure job announcements are drafted to attract a broad and diverse applicant field and promote WSCJTC as an employer of choice
- Use the NeoGov recruiting system to maximize capacity, screen applicants for required and desired qualifications, and recommend defensible screening measures
- Train supervisors and managers on proper interview and selection process guidelines and develop interview questions for all panels
- Collect data, run reports, and present recruitment activity information to HR and agency leadership
- Oversee new employee orientation, including meeting with new staff, processing new hire paperwork, ensuring accuracy of completed forms, and serving as liaison with the Small Agency Financial Services (SAFS) team at the Department of Enterprise Services (DES)
- Ensure timely completion and accuracy of required NEO documents, Position Action Forms (PAF), and Personnel Payroll Data Sheet (PPDS)
- Review processes to identify opportunities to streamline workflows and improve customer service
- Ensure processing of actions follows applicable WACs, CBA, agency policy, and SOPs
- Review position descriptions, analyze classification requests, and recommend proper classification actions, including establishing new positions and reallocating existing ones
- Provide guidance on CBA; Federal Law; WACs and RCWs; personnel policies and procedures; and other pertinent rules and regulations
- Support appropriate use of PDPs, position description forms (PDFs), and other HR documentation
- Supervise, mentor, and train subordinates; address performance issues directly, timely, respectfully, and with consistent feedback
- Complete required HR-related reporting using data from NeoGov and HRMS, track required agency forms, and draft professional correspondence that properly includes relevant legal and agreement language
Requirements
- At least 5 years of senior-level human resource consultation experience including a combination of recruitment, onboarding, classification, compensation, or performance management
- At least 2 years of experience as an HRC2 or higher working in a Washington State government agency
- At least 2 years using the NeoGov applicant tracking system
- At least 2 years using HRMS
- At least 2 years professional experience as a supervisor or lead-worker
- Ability to coach, mentor, motivate, and develop staff to support growth, team effectiveness, and successful performance
- Knowledge of collective bargaining agreements and labor relations
- Experience composing professional business communications independently
- Attention to detail and accuracy
- Ability to analyze HR data and present it in a way management and executives can easily understand
- Proficiency in Microsoft Word, Excel, and Outlook
- Ability to meet productivity standards, deadlines, and work schedules
- Ability to convey ideas and facts orally and in writing using language the audience will best understand
- Ability to partner with staff and customers to resolve complex or sensitive issues within scope or refer to other HR team members
- Ability to build positive, productive, respectful working relationships across the agency
