Job summary

University of Illinois Springfield is seeking an HR Division Liaison to support Academic Professionals, Civil Service, and Faculty HR needs. You will apply policies, perform complex Employment tasks across multiple systems, and assist with salary studies and classification decisions.

The role emphasizes policy interpretation, training, and reporting, with a strong focus on compliance with state and federal laws.

Qualifications

Responsibilities

  • Perform complex Employment functions for AP, CS, EH, Hourly, and Faculty categories using multiple systems.
  • Complete pre-employment/onboarding processes and screening applications.
  • Manage employee separation processes including exit interviews and payouts.
  • Implement mass salary changes and conduct salary studies.
  • Analyze duties and classifications, assist with salary studies and job audits.
  • Counsel and advise on internal/external policies; ensure compliance with laws.
  • Facilitate trainings on HR policies, job descriptions, and compensation processes.
  • Develop narratives, reports, and statistics on benefits and staff demographics.
  • Represent UIS HR in meetings at campus/UI system/state levels.

Minimum Starting Salary:$25.64 per hour / 7.5 hour day

Summary: Exercising independent judgement, act as a Division Liaison for the divisions. Using knowledge of policies and procedures, assist departments with personnel needs for Academic Professionals (AP), Civil Service (CS), Extra Help (EH), Hourly, and Faculty, as well as other HR questions. Specialize in classification/compensation activities such as implementing union salary changes, handling classification maintenance in Banner and SUCSS, and assisting with salary studies.

Duties & Responsibilities:
  • Perform complex Employment functions for AP, CS, EH, Hourly, and Faculty categories, including those done in Cornerstone, JDXpert, PRMS, HRFE, Banner, Paris, Retropay, NEWT, and others
  • Perform the pre-employment and onboarding processes in Tracker I9, UI New Hire, and HireRight and other pre-employment screening applications
  • Perform employee separation processes including exit interviews, SURS reporting, leave balance adjustments, and payout processing
  • Implement mass salary changes including those related to union contracts, annual salary program, minimum wage changes, and prevailing wage rates. Perform Banner configuration maintenance and SUCSS range updates. Perform salary studies at the position, department wide or campus wide level.
  • Perform classification and compensation activities for all JDXpert requests for the assigned Division, including analysis of duties, assigning the appropriate classification, making the exemption decision for AP positions, completing salary studies, completing job audits, and creating positions in HR Front End.
  • Counsel and advise various constituents on both internal and external policies and procedures. Interpret, implement, and maintain policies and programs that support the values and culture of the organization ensuring compliance with university, state, and federal laws and regulations regarding personnel practices. Recommend procedural/policy changes as appropriate.
  • Facilitate or participate in trainings related to HR policies and procedures, job descriptions, and classification, compensation, and employment processes at the division or campus level
  • Develop and prepare narratives, reports, and statistics including benefit and salary summaries, employee positions and staff demographics
  • Represent UIS HR in meetings at the campus, UI system, or state level as requested
  • Other duties as assigned.

Minimum Qualifications:
1. Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
2. Two (2) years (24 months) of work experience performing professional-level human resources duties.
3. Additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.
