University of Illinois College of Medicine Peoria (UICOMP) is seeking an HR Assistant Manager to lead employee relations, recruitment for Civil Service, Faculty and Academic Professionals, and support daily HR operations on the Peoria campus.

Reporting to the Director of HR and Faculty Affairs, this role ensures compliance with Civil Service rules, union contracts, and university policies, manages staff, and coordinates payroll and onboarding.

Position Summary

This role manages three key areas in the Peoria Office: All Employee Relations, All Recruitment Functions (Civil Service, Faculty and Academic Professionals), and assists in general day‑to‑day HR/Faculty Affairs functions.

As part of the HR/Faculty Affairs team, this position initiates and coordinates varied and complex professional HR duties on the Peoria Campus. The HR Assistant Manager is responsible for mandated reporting, compliance, maintenance of complex human resource programs, and systems, clerical/administrative functions as well as recommending process improvement. The position requires an in‑depth knowledge of HR law, Civil Service Statutes and Rules, University of IL Policy and Rules, UIC Policy and Rules, and union contracts, a keen understanding and experience within recruitment specifically physician recruitment and sourcing candidates within systems such as LinkedIn and Practice Match. Has a strong working knowledge of Employee Relations.

This role supervises professional, paraprofessional, and clerical staff directly, plans, assigns, and reviews assignments; counsels staff; evaluates job performance and provides or recommends actions. Serves as a departmental liaison advising leadership and answering staff inquiries. This position requires a high‑level of independent judgment, discretion, initiative and organization. The position works under administrative supervision of the Director of Human Resources and Faculty Affairs.

Duties & Responsibilities
  • Serves as recruitment program manager. Coordinates and assists in the processing of Civil Service and Faculty/AP recruitment including requisition submission (JDXpert), postings (Cornerstone), applicant review/credentialing, selection documentation, nepotism approvals, education and license verification, restrictive screening, submission of criminal background checks, references, I-9’s, processing of employee documentation and paperwork included in the new hire task list and the onboarding, including training and ownership of all New Employee Orientation of new employees. Coordinates pre‑employment physical assessments
  • Position ensures compliance with complex Civil Service and Faculty/AP policies, procedures, documentation requirements and rules, as well as University, state, federal employment policies and multiple union contracts. Actively participates in HR audits. Researches and gathers data as required.
  • Supports the Director of Human Resources and Faculty Affairs in job description review/renewal/audits as assigned.
  • Oversite of HR duties such as maintenance of job descriptions, facilitates disciplinary efforts, market analysis and staff assessment, salary planner.
  • Facilitates audit processes, GoTime (set‑up, maintenance and uploads), and the bilingual training program.
  • Coordinates bi‑weekly payroll, payroll corrections, miscellaneous transactions and maintains accurate funding source information for all positions.
  • Responsible for processing separations/retirements and miscellaneous transactions. Develops working knowledge of system accesses/security
  • Manages and overseas all aspects of the Employee Relations function throughout the full HR/Faculty Affairs department.
  • Assists the Director in counseling employees and managers on sensitive issues such as interpersonal conflicts, recruitment, discipline, turnover, and job performance.
  • Dynamic and articulated speaker that can facilitate HR trainings and sessions to an audience of employees, physicians, and leaders through programs and groups such as Business Administrator Meetings (BAM), New Employee Orientation, Executive Teams and any other Human Resource projects. Develops reports, presentations and trainings as requested.
  • Continuously shares and reports out the work that HR does for the organization via leadership meetings and uses modern analytical reporting that organizes and simplifies the data story of Human Resources.
  • Promotes staff involvement and works to develop positive relationships between the Human Resource Department and staff.

  • 30 semester hours equals one (1) year (12 months)
  • Associate’s Degree (60 semester hours) equals eighteen months (18 months)
  • 90 semester hours equals two (2) years (24 months)
  • Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
  • progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.

Knowledge Commonly known principles required for this field of work
  • Experienced mid-level leader with at least 3-5 years of managing and leading teams of HR and staff employees.
  • Knowledge of principles and procedures used in human resource.
  • Knowledge of federal and state laws, rules, and/or regulations affecting public human resource administration; ability to develop a broad knowledge of those of the employing institution.
  • Skills Measurable learnings (e.g. Can perform at an Intermediate level of Excel and Word, Typing at 50 wpm, Advanced knowledge of research protocols, etc.)
  • Proficiency in working with operation managers, staff, and the public.
  • Proficiency in writing and editing reports and other materials
  • Skill in organizing, analyzing, and interpreting data.
  • Abilities Demonstrated learning (e.g. able to translate strategy to action, communicate at all levels of organization, work effectively in ambiguous situations, proven track record of increasing customer base)
  • Has a proactive stance, continuously working to better the HR service model for all customers.
  • Strong ability to understand the HR landscape, constantly seeking HR modernization and supporting betterment of the HR function across the system.
  • Ability to clearly speak, teach, train, and articulate processes, updates and instructions in front of medium‑to‑large groups.
  • Ability to facilitate training and discussion for adult learners.
  • Ability to work closely with the leadership team including all directors and the dean.
Administrative ability.
  • Ability to plan, supervise, and evaluate the work activities of others.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to organize human resource operations and coordinate them with other organizational units.
  • Ability to review and formulate/revise human resource policies and procedures.
Preferred Qualifications
  • Experience with FMLA preferred.
  • Experience in the administration of payroll preferred.
  • Proficiency with operating systems strongly preferred including Word, Outlook, Excel, Access, PowerPoint, Zoom, etc.
  • Ability to work as a team strongly preferred.
  • Ability to multi-task preferred.
