Job summary

State of Florida's Department of Business and Professional Regulation seeks a Human Resource Analyst/CBJA - SES to administer payroll for divisions and manage benefits programs. The role serves as subject matter expert for payroll and benefits and ensures actions comply with Florida statutes and agency policies.

You will coordinate insurance options, support retirement processes including DROP, and liaise with the Bureau of State Payrolls and General Counsel.

Qualifications

  • Four years of professional experience in a Human Resources office at a state agency.
  • One year of professional experience in payroll processing and benefits administration at a state agency.
  • Knowledge of State of Florida Personnel Rules and Florida Statutes.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain confidentiality of information.
  • Experience with FLAIR, processing On-Demands, Salary Refunds, and Warrant Cancellations.
  • Experience with Florida Retirement System and DROP.
  • Experience presenting information to groups in a professional setting.

Responsibilities

  • Prepares and acts upon Personnel Action Requests in the People First system on payroll actions, including hires, benefit changes, pay increases and other changes.

  • Serves as retirement coordinator for the department and counsels employees on retirement-related issues including DROP.
  • Manages CJIP and uniform allowance payments.
  • Manages military leave including VA disability leave and Military leave of absence.
  • Works with General Counsel and BOSP for garnishments and settlement agreements.
  • Processes employee transfer reports and dual employment requests; monitors overlapped positions.
  • Prepares special reports using the People First Data Warehouse.

The Work You Will Do:

This is a professional human resource position responsible for administering the payroll functions for assigned divisions and the overall management of the insurance and benefits programs of the Department of Business & Professional Regulation. The incumbent in this position serves as subject matter expert for payroll and benefit activities and is responsible for processing related actions in accordance with Florida Statutes, Department of Management Services Personnel Rules, and internal agency policies and procedures. The incumbent serves as the agency's liaison with the Bureau of State Payrolls and the Department of Management Services regarding the benefit and payroll program.

Duties and Responsibilities

Specific responsibilities of the Human Resource Analyst/CJBA include, but are not limited to, the following:

  • Prepares and acts upon Personnel Action Requests in the People First (PF) system on payroll actions, including new hires, benefit changes, pay increases and other miscellaneous changes in accordance with statutes, rules and department policy & procedures.
  • Coordinates insurance and representative appearances for DPBR office locations to ensure that employees are kept apprised of benefit options and changes. Serve as the agency’s back up Benefit Coordinator.
  • Serves as retirement coordinator for the department, ensuring all divisions are aware of retirement and procedures. Counsels’ employees regarding retirement-related issues, including the Deferred Retirement Option Program (DROP). Processes all paperwork for employees relating to retirement.
  • Manages the Certified Criminal Justice Law Enforcement Incentive Pay payments (CJIP) and semi-annual uniform allowance payments.
  • Manages military leave to include VA disability leave, military training and Military leave of absence.
  • Works with the Office of General Counsel and the Bureau of State Payrolls for processing of garnishments and settlement agreements.
  • Processes employee transfer reports and requests for dual employment. Monitor overlapped positions status.
  • Prepares special reports utilizing the People First Data Warehouse as required.

Knowledge, Skills, and Abilities:

  • Knowledge of State of Florida Personnel Rules and Florida Statutes.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain confidentiality of any and all information obtained in the course of assigned duties.
  • Ability to use available technology to perform duties including computer software, hardware & data systems.
  • Knowledge of Payroll processing and Benefit package options.
  • Ability to understand, interpret and apply laws, rules, regulations, policies and procedures.
  • Ability to review, analyze and evaluate data.
  • Four years of professional experience in a Human Resources office at a state agency.
  • One year of professional experience in payroll processing and benefits administration at a state agency.
  • Experience with FLAIR, processing On-Demands, Salary Refunds, and Warrant Cancellations.
  • Experience presenting information to groups in a professional setting clearly and confidently.
  • Experience working with the Florida Retirement System (FRS), including but not limited to educating employees on retirement eligibility and the application process.
  • Experience processing retirement invoices.
  • Knowledge of the Deferred Retirement Option Program (DROP) and other Florida Retirement System retirement plans.

Preference will be given to those who have:

Experience working with a State of Florida Law Enforcement Agency.

Experience processing military leave.

Familiarity with Department of Management Services (DMS) Personnel Rules and the Bureau of State Payrolls (BOSP) processes and reporting requirements.

Familiarity with Certified Criminal Justice Incentive Pay (CJIP) or similar law enforcement specific pay programs.

Familiarity with E-Verify employment eligibility verification system.
