A leading company in the oil and gas sector is seeking an HSE Manager based in Fremont, California. This role involves ensuring compliance with HSE regulations, leading audits, and implementing effective health and safety measures. The ideal candidate will have a Bachelor's degree in Engineering, NEBOSH IGC certification, and relevant industry experience. Strong communication and teamwork skills are essential for success in this position.
Ensure strict adherence to company HSE policies and standards.
Lead and host audits including internal reviews, client visits, and regulatory inspections.
Take full responsibility for meeting relevant KPIs and performance metrics.
Develop and maintain health and safety plans and continuously improve internal HSE policies.
Encourage and promote a strong incident prevention culture for the safety of employees and visitors.
Manage the daily coordination and maintenance of health, safety, and environmental systems.
Report HSE system performance to senior management and recommend improvements.
Evaluate applicable legal and regulatory requirements and implement effective policies to maintain compliance.
Log incidents and accidents, generate reports and statistics for management.
Assist in designing and delivering relevant HSE training sessions.
Collaborate with operational teams to enhance existing systems and processes.
Stay current on evolving legislation and maintain a working knowledge of all relevant safety regulations affecting the industry.
Monitor, assess, and ensure compliance with technical and legal safety standards.
Provide guidance on specialized areas such as fire safety, hazardous materials, noise control, machinery safeguarding, and occupational health risks.
Support the development of practical HSE procedures that minimize risk as far as reasonably possible.
Help create and implement impactful HSE campaigns that drive meaningful change.
Coordinate industrial hygiene and occupational health practices.
Support operational teams in performing risk assessments and applying appropriate controls.
Ensure legally mandated assessments are conducted and updated regularly, with proper recordkeeping.
Conduct thorough incident investigations to uncover root causes and recommend preventive actions.
Lead and document safety training programs, including orientations and ongoing refresher courses.
Oversee proper labeling, inspection, storage, and disposal of raw materials and waste.
Conduct internal audits aligned with ISO standards and NOV procedures, and present findings to management.
Strong risk assessment capabilities and effective control implementation.
Able to generate practical, effective solutions to address HSE issues.

Bachelor’s Degree in Engineering or a relevant Diploma.
2–3 years of HSE experience, preferably in the oil and gas sector.
NEBOSH IGC certification required.
Familiarity with ISO 14001 and/or ISO 45001 HSE systems.
Experience managing HSE systems and incident investigations.
Strong knowledge of Saudi Arabian HSE legislation and industry norms.
Proficient in Microsoft Office (Excel, Word, Outlook).
Solid understanding of implementing and managing HSE management systems.
Strong interpersonal, communication, and teamwork skills.
Prior HSE advisory experience in the oil and gas industry preferred.
