Job summary

Matrix is seeking an HSE Manager to administer the project HSE Management System and accountability programs, ensuring compliance with safety regulations and client requirements. You will lead risk management, audits, and incident investigations, and coordinate with site management and subcontractors.

The role requires travel to project sites, leadership of HSSE staff, and ongoing development of safety goals and action plans in alignment with corporate standards.

Qualifications

  • 5+ years of safety experience as an individual contributor in construction or industrial fabrication facility or equivalent background.
  • 2+ years of supervisory experience strongly preferred.
  • Advanced knowledge and ability to enforce federal, state, local and company safety regulations.
  • Ability to recognize hazardous situations and implement corrective measures.
  • Good interpersonal and communication skills.

Job Summary

The HSE Manager is responsible for the administration of the project HSE Management System, Accountability Programs, Accident-Free and Fire Protection Programs, Risk Management, and compliance with Company, Client, State/Federal safety regulations, and drug and alcohol policy.

Travel Requirements: Must be willing and able to travel to assigned project site locations as required. Per diem will be provided for eligible travel assignments in accordance with company policy.

Essential Functions
  • Actively supports the Company’s commitment to safety and its “Core Values.”
  • Represents the Company at all times with high moral standards while adhering to the Company’s “Code of Business Conduct and Ethics.”
  • Maintains full compliance with all Company, State/Federal and Client safety regulations at all times.
  • Visibly communicate a strong commitment to the Project’s HSE and Security Plans through a positive working relationship and accountability with site management and subcontractors.
  • Implementing current and approved Company/Project HSSE Management Systems.
  • Assist Project Management in the development and execution of the Project HSE and Security Plans.
  • Provide leadership for accomplishing full compliance with all Company, State/Federal and Client safety regulations.
  • Initiates and participates with Operations in all Accident/Incident investigations to determine Root-Causes and development of a Corrective Action Plan, including associatedreports.
  • Assists in controlling hazardous working conditions and unsafe employee activities through interface and teamwork with Project Operations / Management and Supervisorypersonnel.
  • Conduct HSE field audits aligned with company, client, and OSHA regulations and advise on findings and corrective measures to action.
  • Administer and participate in HSE audit and inspection schemes being applied at the project and track all corrective actions to completion.
  • Maintains Accountability Programs for project safety-related issues and works with supervision to ensure uniform application of safety relateddiscipline.
  • Monitor HSSE objectives and report on performance. Consolidate and report Project- wide HSSE statistics and keep site management informed on any off-target performance and actions to take to correct performance deficiencies.
  • Monitors compliance with all drug and alcohol consortiums and maintains a current list of Matrix Service employees for the randompool.
  • Works with the HSE Director, Business Unit HSE Manager and Project Manager to develop Project Safety Goals and Safety Action Plans to assist in achieving thegoals.
  • Conducts or schedules training for staff, supervision and field employees, new hire/re-hire orientations, Client orientations, C-STOP Plus, Basic Plus, S.T.A.R.T., etc. and other training as may be required to maintain compliance with Corporate Safety Manual Procedures or State/Federal safetyregulations.
  • Supervises the project HSE staff including mentoring, coaching, and developing all HSE personnel under their supervision.
  • Effectively communicates verbally and in writing, pertinent HSE information to the client and to Company management personnel.
  • Capture and share HSE Management System learning’s between subcontractors and with outside organizations as applicable.
  • Develop a Project HSE Close Out Report to include Lessons Learn with consolidating input from Project Site Teams.
  • Perform additional duties required and as directed by Business Unit HSE Manager.
Qualifications
  • Bachelor’s degree in occupational/ environmental safety and health management, or equivalent combination of education/experience in lieu of degree.
  • 5+ years of safety experience as an individual contributor in construction or industrial fabrication facility or equivalent background, plus 2+ years of previous supervisory experience strongly preferred.
  • Must meet ONE of the following criteria:
    • OSHA 510 with a minimum of two (2) years in construction safety.
    • A minimum of 5 years’ experience on a large project in a construction safety role as a titled safety professional.
  • Advanced knowledge and ability to enforce all federal state, local and company safety regulations required.
  • Ability to recognize hazardous situations and implement corrective measures essential.
  • Good interpersonal and communication skills also required.
Physical Requirements
  • Must be able to effectively communicate.
  • Must be able and willing to work at elevated heights from ladders, scaffolding, aerial work platforms, etc.
  • Work may include pushing, pulling, lifting or carrying objects weighing up to 50 pounds, such as raw or fabricated material, equipment or tools.
  • Must be able to perform tasks in hot and cold temperatures.
  • Must be able to work in confined spaces.
  • Work make include frequent bending, kneeling, crouching and stooping and occasional climbing onto equipment and/or trailers.
  • Work involves standing and/or walking for extended periods of time, up to a minimum of 8 hours per day.
