Job summary

EFC GASES & ADVANCED MATERIALS in Hatfield, PA seeks an experienced Site Health, Safety & Environmental (HSE) Manager to lead and continuously improve HSE programs at the Hatfield facility. You will ensure safe operations, regulatory compliance, and a strong safety culture across production and support areas.

The role requires 5+ years in HSE within manufacturing or hazardous-material environments, and experience with ISO 45001/14001, MOC, PHA, and agency interactions.

Qualifications

• Bachelor’s degree preferred; equivalent relevant experience may be considered.
• Approximately 5+ years of progressive HSE experience within manufacturing or hazardous-material environments.
• Experience with ISO 45001 and/or ISO 14001 management systems.
• Experience with Management of Change and Process Hazard Analysis.
• Experience interacting with OSHA, EPA, PADEP, fire authorities, or other regulatory agencies.
• Computer skills required: Inventory Software; Microsoft Office Suite; State and Federal Regulatory databases.

Responsibilities

• Coach managers and employees on safe work practices and HSE responsibilities.
• Provide visibility of significant HSE risks, incidents, and corrective-action status.

• Assign ownership and track corrective actions to completion.
• Elevate serious incidents to plant management as needed.

We have an immediate opening for a Site Health, Safety & Environmental (HSE) Manager who is responsible for leading, developing, implementing, and continuously improving the Health, Safety and Environmental programs at the EFC Hatfield facility. This position serves as the primary HSE leader for the site and is accountable for ensuring operations are conducted safely, responsibly, and in compliance with applicable federal, state, and local regulatory requirements as well as EFC policies and standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

HSE Leadership & Safety Culture

• Serve as the primary HSE leader and subject-matter resource for the Hatfield facility.
• Develop a strong, proactive safety culture based on hazard recognition, employee engagement, accountability, and prevention.
• Maintain a consistent presence throughout production, warehouse, maintenance, laboratory, cylinder handling/storage, and other operational areas.
• Coach managers, supervisors, and employees on safe work practices and their individual HSE responsibilities.
• Promote employee participation in hazard identification, near-miss reporting, safety observations, and continuous improvement.
• Provide plant management with clear and timely visibility of significant HSE risks, incidents, compliance concerns, and corrective-action status.
• Exercise appropriate stop-work authority when an activity presents an imminent or unacceptable risk to employees, the facility, the environment, or the surrounding community.
• Perform other related duties as assigned or needed.

Regulatory & HSE Compliance

• Manage site compliance with applicable requirements, including as relevant:
• Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Pennsylvania Department of Environmental Protection (PADEP), Local fire code and emergency-response requirements, Hazard Communication / GHS, Hazardous and regulated waste, Emergency planning and reporting requirements, Lockout/Tagout (LOTO), Respiratory Protection, Personal Protective Equipment (PPE), Permit to Work, Contractor Safety, Hearing Conservation and other applicable occupational-health programs
• Maintain required HSE permits, records, inspections, regulatory documentation, and compliance calendars. Coordinate regulatory inspections and assist site leadership in communications with regulatory authorities when required.
• Lead or coordinate investigations of injuries, illnesses, fires, chemical or gas releases, environmental events, property damage, near misses, and other significant HSE events.
• Ensure investigations focus on root and contributing causes rather than simply identifying employee error.
• Utilize structured root-cause analysis techniques appropriate to the severity and complexity of the event.
• Develop corrective and preventive actions with responsible departments.
• Assign ownership and target completion dates for corrective actions.
• Track corrective actions through verified completion and evaluate their effectiveness.
• Identify recurring trends and systemic risks across incidents, observations, inspections, and near misses.
• Immediately elevate serious incidents and significant uncontrolled risks to plant management.

SUPERVISORY RESPONSIBILITIES:

• This job has no supervisory responsibilities.

• Approximately 5+ years of progressive HSE experience within manufacturing, chemical processing, industrial gases, specialty gases, semiconductor materials, or another hazardous-material industrial environment.
• Experience with ISO 45001 and/or ISO 14001 management systems.
• Experience with Management of Change, Process Hazard Analysis, and process-safety principles.
• Experience interacting with OSHA, EPA, PADEP, fire authorities, or other regulatory agencies.
• Computer skills required: Inventory Software; Microsoft Office Suite, State and Federal Regulatory databases.
