Job summary

Ecobat Resources US is seeking an HSE Compliance Program Manager 2 in City of Industry, CA. This role directs EH&S compliance, regulatory reporting, and environmental permitting under the Environmental Director. Qualifications

Salary Range: $130,000.00 To $160,000.00 Annually

I. Position Description

Directs, coordinates, and manages activities related to environmental health & safety compliance (EH&S) at the operations facility by performing the following duties under the direction of the Environmental Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Maintains current knowledge of federal and state EH&S regulations. Reviews and monitors developments in state and local environmental statutes and regulations that affect the company. Prepares and submits required compliance reports with assistance of the Environmental Manager. Develops and submits necessary documentation to obtain environmental operating permits. Communicates with environmental regulators on reportable incidents and permitting matters.
  • Assesses compliance with permit and regulatory requirements and recommends corrective actions. Regularly communicates with facility and corporate management concerning EH&S compliance issues. Tracks and reports on the progress of corrective actions identified during internal and external compliance audits.
  • Reviews the impact of proposed changes related to operating procedures, purchase of materials, and equipment for compliance with EHS regulations and guidelines. Assesses the environmental impact of proposed changes in manufacturing processes, intermediate, final products, and raw materials.
  • In conjunction with Environmental Director, Ecobat Resources US, negotiates and administers new/existing consent orders/agreements including environmental investigation plans and remedial measures.
  • Directs compliance testing and monitoring programs.
  • Provides environmental training and technical guidance to facility employees.
  • Leads environmental and safety initiatives and provides strategic direction to the facility EH&S teams.
  • Evaluates certifications and qualifications of outside waste management and environmental laboratory services used by the facility.
  • Trains and supervises administrative assistant.
  • Maintains ISO 14001EMS documentation as the Plant EMS Management Representative.
  • Complies with all environmental, health, safety and housekeeping programs.
  • Lead exposure and respiratory protection programs
  • Other duties, as assigned.
II. Qualifications
A. PRE-HIRE REQUIREMENTS
  • Bachelor’s degree in science or equivalent experience
  • 5+ years’ experience in environmental compliance
  • Strong oral and written communication skills
  • Working knowledge of federal and state EH&S regulations
  • 1+ years’ experience in EMS ISO 14001 or combination of ISO 14001 training and experience
B. POST-HIRE TRAINING
  • Environmental training applicable to the job
  • Safety training for applicable equipment
  • Job instructional training
  • Quality system familiarization
  • ISO 14001 Internal Auditor, EMS objectives and targets, plant significant environmental impacts.
  • OHSAS 18001 Awareness, OH&S-MS Objectives and Goals, Hazard Identification, Risk Assessment and Risk Control
III. Physical Requirements & Work Environment
A. PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is regularly required to stand, walk; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. The employee is occasionally required to sit and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 60 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

B. WORK ENVIRONMENT

While performing the duties of this job, the employee regularly works near moving mechanical parts and is regularly exposed to toxic or caustic chemicals and risk of electrical shock. The employee occasionally works in outside weather conditions and is occasionally exposed to fumes or airborne particles and extreme heat. The noise level in the work environment is usually moderate. Must be able to wear Personal Protective Equipment.
