As the Commission transitions from the Total Cost of Care Model to the pioneering AHEAD Model, the Executive Director will serve as the chief strategist and leader of a nationally unique healthcare model that has transformed the state into a global laboratory for payment reform. This position requires rigorous administrative oversight as well as the skill to shepherd Maryland’s healthcare delivery systems into a new era. The successful candidate will lead a high-caliber multidisciplinary team to fulfill its critical legislative charge: achieving maximum efficiency and effectiveness to ensure all Maryland citizens receive affordable, high-quality care from a sustainable delivery system.� This mission is the connective tissue between the agency’s historic rate-setting roots and its future leading transformational financial and delivery system change.
Agency Mission and The All-Payer Landscape: The HSCRC maintains independent authority to set hospital global budgets across the state. The HSCRC also plays an important role in administering the state's unique healthcare financing model (The Maryland Model).
Strategic Priorities: The State of Maryland has negotiated the continuation of the Maryland Model with its federal partners through the AHEAD Model. The Executive Director will serve as the lead architect in shaping how Maryland evolves its payment structures, working closely with the HSCRC Commissioners and key state agencies—including MDH, MHCC, MIA, and MHBE—to meet rigorous federal expectations while preserving the stability of the state’s hospital infrastructure.
Core Executive Responsibilities and Governance: Managing the HSCRC requires a sophisticated balance of ensuring internal operational excellence while demonstrating exceptional skill in managing multiple stakeholder relationships. The Executive Director must navigate a complex ecosystem populated by the Maryland General Assembly, federal regulators at CMS, and a diverse array of provider, payer, and community interests. The primary operational and governance responsibilities include:
Operational Oversight: Directing a 47-member multidisciplinary staff of economists, accountants, statisticians, health policy analysts, and data management professionals. The Executive Director administers an annual operating budget of $15.4 million.
Intergovernmental and Legislative Relations: Acting as the primary liaison to the Maryland General Assembly, providing authoritative testimony, and coordinating with state and federal agencies to align Maryland’s activities with the Total Cost of Care goals.
Public Advocacy and Multi‑Sector Engagement: Managing relationships with a broad spectrum of stakeholders, including hospitals, physicians, nursing homes, third‑party payers, and consumers. This includes serving as the public face of the agency to the press and ensuring transparency in all policy matters.
This position is eligible for Hybrid Telework.
Qualified candidates must meet the following requirements:
Successful candidates will possess five (5) years of experience developing and implementing hospital global budget policies or similarly complex value-based payment policies.
This is a Management Service position and serves at the pleasure of the Appointing Authority.
