Description of Work
The primary purpose of this position is to assist the Human Resources Manager in the day-to-day operations of all HR functions. This position will be required to have strong communications skills with the ability to explain programs and policies such as: Annual Open Enrollment, Americans with Disabilities Act, Workers Compensation, Short Term, Extended Short Term and Long-Term Disability, Family Medical Leave, Voluntary Shared Leave, among others. This position also assists with recruitment of positions including the recruitment process in NEOGOV. Additionally, the position will include working within the state Human Resources Payroll System, FIORI.
Job Duties
- Process personnel actions within the States’ Human Resource Information System (HRIS) to include new hires, promotions, transfers, separations, salary adjustments, leave of absences.
- Recruitment Process – Preparing job announcements, screening and referring qualified applicants within theState’s job positing system, NEOGOV Onboarding – process and track onboarding and staffing changes including ensuring new hire orientation is complete, I-9 and E-Verify forms are completed, maintain any paper and electronic files
- Supplemental staff management – work directly with Temporary Solutions for all supplement employment needs, including recruitment, onboarding and separation.
- Benefits Coordinator- Oversee FMLA, Workers’ Compensation and Insurance Benefits
- Perform various administrative tasks including serving as the agency timekeeper, processing reports in the HRISs ystem and other duties as needed.
- Strong skills in composing and proofreading written correspondence, using correct grammar and vocabulary.
- Strong skills in MS products, Excel, Word, PowerPoint and Outlook
This is a full-time 12-month position and eligible for the full State benefits package including health insurance and retirement.

The North Carolina School for the Deaf (NCSD), located in Morganton, North Carolina provides specialized instruction for the deaf and hard of hearing students ages 3 to 22. NCSD was founded in 1894 and serves the 47 western most counties in North Carolina. As a part of the NC Department of Public Instruction's Education Services for the Deaf and Blind, the mission is to provide individualized comprehensive educational, vocational, and residential programs for the deaf and hard of hearing students leading to productive, independent, and successful lives. The North Carolina School for the Deaf is one of two schools for the deaf in North Carolina that provides an appropriate environment in which a hearing-impaired child can develop to his/her maximum potential in all areas: academic, vocational, communication, social, emotional, and Independent Living skills. NCSD serves students Pre-K–12th grade. The school operates within a regular academic year and a 3-week summer program. Sunday afternoon through Friday 5:00 P.M.; currently serving approximately 90 students on campus with support services and administration operating a full calendar year.
Knowledge, Skills And Abilities / Competencies
An ideal candidate will provide detailed documentation in the body of their application that shows they possess all of the following knowledge, skills and abilities:
- Demonstrated work experience utilizing a HRIS or employee/personnel database
- Documented experience using an Applicant Tracking System (ATS)
- Demonstrated experience working with both management and staff within various Human Resources programs.
- Demonstrated experience with benefits, recruitment, salary administration policies, practices and processes.
Management Preferences:
- Experience working with the HRIS system FIORI
- Experience working in NEOGOV
- Knowledge in American Sign Language
Minimum Education And Experience Requirements

- Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.
