Job description

The primary purpose of this position is to assist the Human Resources Manager in the day-to-day operations of all HR functions. This position requires strong communication skills to explain programs and policies such as: Annual Open Enrollment, Americans with Disabilities Act, Workers Compensation, Short Term, Extended Short Term and Long-Term Disability, Family Medical Leave, Voluntary Shared Leave, among others. It also involves recruitment activities, including using NEOGOV, and working within the state Human Resources Payroll System, FIORI.

Job Duties:

  1. Process personnel actions within the State’s Human Resource Information System (HRIS), including new hires, promotions, transfers, separations, salary adjustments, and leave of absences.
  2. Manage the recruitment process by preparing job announcements, screening, and referring qualified applicants via NEOGOV.
  3. Oversee onboarding and staffing changes, ensuring completion of new hire orientation, I-9, and E-Verify forms, and maintaining related files.
  4. Coordinate supplemental staffing with Temporary Solutions, including recruitment, onboarding, and separation.
  5. Serve as Benefits Coordinator, overseeing FMLA, Workers’ Compensation, and insurance benefits.
  6. Perform administrative tasks such as serving as the agency timekeeper and processing reports in HRIS.
  7. Compose and proofread written correspondence with correct grammar and vocabulary.
  8. Utilize MS Office products: Excel, Word, PowerPoint, Outlook.

This is a full-time, 12-month position eligible for the full State benefits package, including health insurance and retirement. Salary Grade: NC07 / Position: 60039050.

The North Carolina School for the Deaf (NCSD), located in Morganton, NC, provides specialized instruction for deaf and hard of hearing students ages 3 to 22. Founded in 1894, NCSD serves students from the 47 westernmost counties in North Carolina. As part of the NC Department of Public Instruction, NCSD aims to provide comprehensive educational, vocational, and residential programs to help students lead productive, independent, and successful lives. The school operates on a regular academic year and a 3-week summer program, serving approximately 90 students on campus.

Applicants should demonstrate:

  • Experience using HRIS or employee/personnel databases
  • Experience with Applicant Tracking Systems (ATS)
  • Experience working with management and staff within HR programs
  • Knowledge of benefits, recruitment, salary administration policies, practices, and processes

Management Preferences:

  • Experience with HRIS system FIORI
  • Experience with NEOGOV
  • Knowledge of American Sign Language

Minimum qualifications include an Associate’s degree in Human Resources or a related field and 1 year of experience, or 2 years of progressive HR experience, or an equivalent combination.
