Duties

The Candidate Selected For This Position Will

  • Manage the PBGC position management and classification program, including automated systems, position data, and processes used to establish, maintain, and manage positions and organizational structures. Serve as a senior technical authority and provides authoritative technical guidance, policy interpretation, and advisory services on complex, sensitive, controversial, or precedent-setting matters.
  • Plan, coordinate, and lead classification and position management activities for major corporation-wide reorganizations, restructurings, occupational studies, and other complex initiatives. Evaluate organizational structures, position design, and classification impacts; advises management on alternatives; develop recommendations and implementation strategies; and coordinates implementation across affected organizations.
  • Manage and maintain position and organizational data and related automated position management processes. Evaluate systems impacts of reorganizations, classification changes, and Governmentwide initiatives; resolve complex position management system issues; and ensure the accuracy and integrity of position and organizational information.
  • Provide authoritative oral guidance, technical instruction, coaching, and advisory services to HR staff, managers, senior leaders, and other stakeholders on complex classification, position management, organizational design, and related policy matters. Present and defends technical findings and recommendations; explain issues of substantial technical complexity; influence or persuade stakeholders; and represent HRD on significant studies, cross-functional teams, and agency-wide initiatives.
  • Prepare authoritative written technical analyses, reports, position papers, policy interpretations, recommendations, guidance, procedures, and training or developmental materials on classification, position management, organizational design, and related HR matters. Document complex findings and recommendations in a clear, legally supportable manner for HR staff, managers, senior leadership, and other stakeholders.

Qualifications

All qualification requirements must be met by the announcement closing date.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.

Specialized Experience -

Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector performing position classification and position management work involving the interpretation and application of classification standards, laws, regulations, and policies to resolve complex classification or organizational issues and advise management on position or organizational structures.

Examples may include:

classifying complex or high-graded positions; conducting position management or organizational reviews; advising management on reorganizations, restructurings, position design, or classification alternatives; interpreting and implementing new or revised OPM classification standards or Governmentwide requirements; developing classification policies, procedures, or guidance; resolving sensitive or precedent-setting classification issues; or providing technical guidance, training, or quality review to HR specialists and managers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
