Job Overview

The HR Proposal and Transition Generalist manages daily HR activities within the Growth & Strategy department, addressing issues, developing staffing strategies for proposals, and partnering with HR teams to support departmental missions. The role involves problem-solving, offering recommendations, and measuring progress with qualitative and quantitative metrics.

Responsibilities
  1. Support strategic initiatives by partnering with capture managers on staffing needs during proposal development and transition phases.
  2. Lead proposal activities, including analyzing solicitations, preparing summaries, and developing recruitment strategies.
  3. Develop and manage KPIs based on proposal plans.
  4. Participate in meetings with management to gather requirements and implement HR solutions.
  5. Create a library of proposal materials to facilitate future bids.
  6. Serve as liaison between Growth & Strategy staff and leadership.
  7. Review and improve organizational structures, addressing knowledge and skills gaps.
  8. Administer candidate sourcing using various methods and ATS tools.
  9. Coordinate interviews, create position descriptions, and assist with onboarding.
  10. Conduct wage and compensation research, review cost models, and assist with bid rate calculations.
  11. Represent the company at meetings and provide recruiting metrics reports.
  12. Perform other related duties as assigned.
Job Requirements
Mandatory:
  • Bachelor’s degree in business or a related field.
  • At least 5 years of HR Generalist experience, including position descriptions, workers’ comp, FMLA, and benefits.
  • 2 years of sourcing and recruiting experience.
  • 5 years of management and supervisory roles.
  • Proven leadership skills.
  • Ability to develop organizational strategies for compliance.
  • Self-motivated with a record of professional growth.
  • Experience leading initiatives and onboarding processes.
  • Strong leadership and management skills.
  • Proficiency in Microsoft Office applications.
  • Willingness and ability to travel as required.
  • Legal right to travel.
  • Ability to work independently in a time-sensitive environment.
Preferred:
  • Master’s degree or higher in business or related field.
  • Experience with data analysis and budget management.
  • Experience with Federal government contracting and military environments.
  • Knowledge of ERP systems, labor relations, and union processes.
  • PMP certification.
  • Experience working with Alaska Native Corporations.
