Job summary

City of Gresham, OR is seeking an HR Policy & Process Analyst for a full-time, limited-term role in the Portland metro area supporting HR policy and process development, SOP improvement, and HR data reporting and dashboards.

You’ll analyze policies, build dashboards, and collaborate with departments to create clear, efficient processes that serve our diverse community. This role emphasizes equity, accountability, and timely information for decision-makers.

Qualifications

  • Bachelor's degree in Human Resources or related field.
  • 1–4 years of professional HR or related analytical experience.
  • Equivalent education/experience acceptable.

Responsibilities

  • Maintain HR documents and communicate processes clearly and effectively.
  • Develop and revise HR policies, procedures, and standard operating procedures.
  • Analyze HR policies, laws, regulations, and manuals and apply them accurately.
  • Build dashboards and reports to improve operational efficiency and effectiveness.
  • Research HR data across activities, KPIs, and special projects; collect data from multiple sources.
  • Provide analytical support and present reports to the HR team.
  • Collaborate across departments to coordinate efforts and improve transparency and efficiency.
  • Represent HR on committees, task forces, and special projects as assigned.

Join the City of Gresham as an HR Policy & Process Analyst, a full-time, limited-term role in the Portland metro area supporting HR policy and process development, standard operating procedure improvement, and HR data reporting and dashboards.

Benefits & Schedule
  • Employment type: full-time, limited-term (LTE)
  • Retirement & health: Oregon PERS, medical, dental, and vision
  • Schedule: 8:00 AM to 5:00 PM, FTE, onsite in Gresham (Portland metro area, Multnomah County)
What you’ll do
  • Maintain HR documents and information that support clear communication of processes, policies, and procedures
  • Assist with developing and revising HR policies, procedures, and standard operating procedures
  • Analyze, interpret, and apply HR policies, laws, regulations, collective bargaining agreements, and employee rules and manuals
  • Build and support dashboards and reports that improve operational efficiency and effectiveness
  • Conduct research and analyze HR data across activities, KPIs, and special projects; gather and compile data from a variety of sources
  • Provide technical and analytical support to the HR team; prepare and present reports and correspondence
  • Collaborate across departments to coordinate efforts, resolve issues, and identify opportunities to improve transparency and efficiency
  • Represent HR on committees, task forces, and special projects as assigned
Minimum
  • A Bachelor's degree in Human Resources or a related field.
  • One to four years of professional experience in human resources or a related analytical field, plus coursework or a degree in human resources, public administration, business, or a related field.
  • Or, any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Preferred
  • Bachelor’s degree in human resources, public administration, business, or a related field
  • Three to six years of related professional experience
  • Experience developing HR policy and process, improving standard operating procedures, and building HR data dashboards and reports
