Job summary

South Carolina Department of Transportation is seeking a records and personnel administrator to manage PA40 actions and OM changes within SCEIS, ensuring accurate position alignment and timely processing. You will act as EPMS SME, generate monthly reports, assist with evaluations, and maintain EDMS records for compliance.

The role requires a Bachelor's degree with at least 6 months of relevant experience, plus a valid driver's license.

Qualifications

  • Bachelor's degree and six (6) months of relevant experience; or an approved acceptable equivalence.
  • A valid motor vehicle operator's license is required.
  • The physical demands include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs.
  • May be required to work outside normal business hours.

Responsibilities

  • Processes Personnel Administration actions in SCEIS, including New Hires, Rehires, Reassignments, Movements Between Agency, Promotions, Demotions, Reclassifications, Salary Adjustments, Suspensions, Worker's Compensation Option 3 and Bonuses; maintains PA40 action spreadsheets.
  • Processes Organizational Management actions in SCEIS: Creating, Reclassifying, Transferring Positions, Creating and Restructuring Organizational Units; ensures positions align for supervisory/managerial roles.
  • Serves as Subject Matter Expert on EPMS procedures and tech troubleshooting; generates and distributes monthly EPMS report; verifies receipt and enters actions for employee evaluations; answers questions on performance review dates and statuses; enters ratings for unrated employees.
  • Verifies actions have processed and uploaded to EDMS; conducts QA/QC of completed actions; uploads necessary documents to EDMS.
  • Serves as point of contact for assigned districts; provides assistance, shares knowledge, and answers questions on record maintenance in SCEIS; conducts quarterly visits with HR contacts and new employee orientation.
  • Performs other related duties as assigned.

Job Responsibilities

Processes Personnel Administration actions in SCEIS, which include New Hires, Rehires, Reassignments, Movements Between Agency, Promotions, Demotions, Reclassifications, Salary Adjustments, Suspensions, Worker's Compensation Option 3 and Bonuses. Maintains spreadsheets of specific PA40 actions that are processed.

Processes Organizational Management (OM) actions in SCEIS to include Creating, Reclassifying, and Transferring Positions, and Creating and Restructuring Organizational Units. Ensures positions are aligned properly for supervisory and managerial roles and relationships.

Serves as the Subject Matter Expert on EPMS procedures and tech troubleshooting. Generates and distributes the monthly EPMS report. Verifies receipt and enters appropriate action for employee evaluations. Answers questions relating to performance review dates and the review status of employees. Enters a successful rating for employees who are not rated by their supervisor.

Verifies all actions have processed and uploaded to the employee personnel file in the Electronic Document Management System (EDMS) and conducts QA/QC of completed actions to ensure accuracy. Uploads additional and/or supporting documentation to the personnel file in EDMS as required.

Serves as the point of contact for assigned districts. Provides assistance, advises, shares knowledge, and answers questions relating to record maintenance in SCEIS. Conducts quarterly visits with HRC's in assigned districts and HQ New Employee Orientation. Performs other related duties as assigned.
